We, the students of the University of South F Carolina, in order to conduct student affairs in y an efficient, orderly, and systematic manner; t do define clearly the powers and respon- s sibilities of the students; to secure for our- n selves training and experience in self- j government; and to provide an organizational framework through which our efforts for a * better university may be directed, do hereby ^ ordain and establish this constitution for the 2 Student Government of the University of South C Carolina. 3 ARTICLE I. KxecuUvo Powers 1 All executive powers of the Student Govern- 2 ment shall be vested in a President, a Chair- e man of the Executive Council, a Chairman of * Finance, and a Cliairman of Organizational a Affairs who shall be elected in a manner r provided for by the Executive Council. 3 The President shall receive a stipend which c shall not be increased or diminished during his 1 term of office. 4 Before the President shall assume his office at a time to be specified by Executive Council Statute, he shall take the following oath: "I do solemnly swear (or affirm) that I will faithfully execute the office of President of the Student Government of the University of South Carolina." Section i. Duties and Powers of the President The President shall: It Uphold the constitution of the Student Government and administer all regulations established in Executive Council Statutes. 2) Have the power to veto or sign acts of the CiAfvuiivt* i-.uuiiiM, proviueu uiai i\v fxt'it'ises such power within six school days of passage. 5 A veto may be overridden by a two-thirds vote ( of the Executive Council 2 3) Call special sessions of the Kxecutive i Council. . 4) Make recommendations for legislation to ( the Kxecutive Council, for which purpose he shall address the Council at the beginning of each semester. 5) Nominate and with the approval of the Executive Council shall appoint a cabinet of such officers as he may deem necessary and 1 shall nominate and with the approval of the 1 Executive Council shall appoint persons to ! serve as student members on the Major University Committees which are: Board of ' Publications and Communications, StudentTrustee Liasion Committee, Student-Faculty Relations Committee, Student Affairs Com- ' mittee, Academic Forward Planning Com- < mittee.
