To get SAC funds, according to
senate statute, an organization
must submit a line item budget

officers to a SAC hearing to answer
questions and explain requests.
SAC immediately votes (a
quorum of two-thirds is required)
by majority rule. Then, SAC
notifies the group before presenting
the overall budget to the
senate. The group may appeal, if
dissatisfied, to the Dresident of the
senate (SG vice president). The
senate president presents the
appeal to the senate and the
president shall "allow the commission
chairman and one
representative of the organization
a chance to explain positions to the
Student Senate."
THE BUDGET IS then presented
to the president of the university,
who has seven days to act before
thp annmnrintinn hill hflpnmwi
law.
Yearly deficits are subtracted
from new allocations; surpluses
are not carried over.
Program criteria for student
activity funding according to SAC
guidelines, are "programs of
cultural and educational enrichment;
recreation and social activities
; tutorial programs;
athletic programs; student
publications and other media;
assistance to recognized student
organizations, provided that the
purpose and activities of the
organization are of educational,
cultural, recreational or social
nature; insurance related to
conduct of these programs; administration
of these programs;
transportation and other student
services in support of these
programs and reimbursement to
student officers for service to
student government and other
major organizations."

Commencement
Diplomas were awarded to 2,790
students during commencement
exercises May 13.
Awards included 219 associate,
1,722 bachelor, 649 graduate and
200 law degrees.
Honorary Doctor of Humane
Law degrees were awarded to
Hesburgh; Dr. Benjamin Mays,
former president of Morehouse
College; and Ambrose G. Hampton,
publisher and chairman of the
executive committee of Columbia
Newspapers, Inc.
Ten students were recognized as
graduating summa cum laude.
They are Mary Ann Lane, Judith
Griepentrog, Fleda Mulkey, Isabel
Phillips, John W. Moyer and
Jennifer Hess, all of Columbia;
June C. Wade of Great Falls; Luke
A. Thurman of Ruby; Elizabeth A.
Mann of Hampton; and Claire M.

Grant awarded
The Shell Companies Foundation,
Inc., has renewed two
grants at the University of South
Carolina. A $500 general faculty
development grant was renewed in
addition to a $750 grant to' the
college of Business Administration.
Library privileges
Summer library privileges have
been extended to include undergraduate
students as well as
graduate students.
Undergraduate and graduate
students may check out books from
the library without taking courses
for a fee of $10 per summer term.
Summer library privilege
