office said Tuesday.
Sen. Tom Smith, D-Florence,
and Rep. Nancy Stevenson, DCharleston,
told about 20 persons
at a forum sponsored by the S. C.
Young Democrats that the next
lieutenant governor should do
more than preside over the Senate.
A third candidate, Sen. Horace
Smith, D-Spartanburg, was not
present.

businessmen or lawyers and "most
do not have the time to thoroughly
research issues on which they
vote," she said.

around," she said. Improvements
in areas such as highways will
attract industries, but action must
be taken because industries "don't
buy promises. They have been
burned before." They want to see
needed facilities completed or
under construction before they
come in, she said.
Until conditions are made more
conducive to attracting industries,
"I don't care how you sweet talk
them, they're not coming in,"
Stevenson said.
"All industry requires a labor
force that has the skills to do what
it wants, which brings us back to
education."
UNLIKE STEVENSON, Smith
said the answer to the state's
economic problem is not mainly
improved education, but increased
job availability.
South Carolina's efforts to solicit
industries must be upgraded in
order to compete with other states,

Georgia attracts more new industries
than South Carolina
because it has an "economic

development and chambers of
commerce," he said.
Georgia also observes the
business markets and "can tell
what growth in industry there will
bein the next two years" and then
"solicits those particular industries."
Lack of cxoordination of efforts
is one reason South Carolina's
industry soliciting has been less
successful. For example, "roads
and bridges are built -without
concern as to the development of

me economy," he said.
IN ADDITION, South Carolina
schools do not adequately prepare
students for new industrial jobs, he
said. "We simply do not give skills
to people to do the work that has to
be done in 1979 and 1980."
Smith also cited his
qualifications for the job.
He served in the House from 1967
to 1972 and has been serving in the
