Nancy Stevenson, DCharleston, told about 20 persons at a forum sponsored by the S. C. Young Democrats that the next lieutenant governor should do more than preside over the Senate. A third candidate, Sen. Horace Smith, D-Spartanburg, was not present. He "ought to be directly involved with the industrial element of South Carolina's economic life." They want to see needed facilities completed or under construction before they come in, she said. "All industry requires a labor force that has the skills to do what it wants, which brings us back to education." UNLIKE STEVENSON, Smith said the answer to the state's economic problem is not mainly improved education, but increased job availability.
