powerful and the wealthy can look
after themselves, but the underdogs
need championing, he
said.
"This civilization that you and I
have the good fortune of living in,"
Riley said, "some day will be
measured by what we've done to
our weaker members: the

Calling public education a "chief
function of the state government,"
Riley said he deplored South
Carolina's nationwide ranking in
education, and said if South
Carolina grows under good
leadership, education will follow
suit. "We can take state government
and turn that growth into
quality education," he said. "We
should turn it into being not 50th,
not 49th, but first."
Harvey
Upgrading education, reducing
and improving state government
and increasing minority employment
are Lieutenant Governor
Brantley Harvey's priorities if
elected governor.
Education is the mntnr
of Harvey, said his daughter,
Irlene Harvey, who spoke on his
behalf. She said her father is
devoted to serving South
Carolinians and has had an excellent
record in pushing for better education
and high standards of
living.
"He has pledged to make
education the number one priority
in the state and to turn the interest
to primary education and to basic
life-coping skills that we've heard
so much about recently," she said.

state government more efficient is
a good way to begin."
"I think that people now want to
see government grow smaller
instead of larger," she added.
The lieutenant governor is in
favor of improving employment
opportunities for minorities, according
to his daughter. "My
father has also pledged in his term
as governor to be a leader in affirmative
action; to make sure that
