"Part of the problem with the
present system," said Robert
Stewart, director of business affairs
for Residential Life Services,
"is that whole categories can be

freshmen in, the only other
students that might get in would be
those who would be eligible for
dorms not open to freshmen."
Stewart said the reason offcampus
students are last on the
priority list is because "when we
had spaces for everyone, students
lived off-campus by choice." Offcampus
housing now may be the
only alternative for some students
attending USC.

Wertz suggested putting
limitations on the number of
spaces available for incoming
freshmen. With the 7,000 spaces
available in dormitories, allotting
spaces to freshmen would increase
transfer and off-campus students'
chances for getting a room. "We'll
try to make it equitable for
everyone," he said.
Wertz, who attended a national
convention for student personnel
last week in Kansas City, said USC
