A proposed amendment to a S.C.
law will make it more difficult for
out-of-state dependent students to

of South Carolina Residency Officer
Brenda Josey.
The amendment will make
dependency rather than age the
major factor in determining the
student's ability to obtain in-state
tuition, Josey said. If a student is
dependent on parents who live
outside South Carolina, he would
have to pay out-of-state tuition
even if he has completed the 12month
residency period.

South Carolina today through
Saturday to lecture and discuss
educational issues.
Ford, a Distinguished Fellow of
the American Enterprise Institute
(AEI), will visit I SC and 11 other
colleges and universities between
February and April as part of the
AEl's academic outreach
program, according to AEI
president William J. Baroody.
AEI, a non-profit and non
partisan public foundation,
disseminates information on
public policy issues through
published studies, journals, forums
and television and radio.

Josey said the amendment was
proposed by all the state supported
institutions in the state, and is

approved in June. "We're pretty
sure it's going to go through."
All initial decisions about
residency are made by Josey. The
Committee on Legal Residence is
appointed by the president each
school year to review any case a
student wants to appeal. Of 10
appeals during fall semester 1977,
Josey's decision was overturned
four times.
S.C. law provides that residency
is established when a person lives
