A manual describing the rights
ana auties or landlords and tenants
in South Carolina is being
distributed by the S.C. Public
Interest Research Group.
The "S.C. Tenant's Handbook,"
available through the SCPIRG
office at Furman University for 50
cents per copy, was written by
Frances Lyles, a third year law
student at USC. Lyles said the twopart
pamphlet is designed for
students who are getting their first
apartment and are not sure what to
'ook out for.
"The first part is general information

"while the second part has some
basic discussion of legal rights."
There is also a brief section on
rSC's housing contract.
ONE FEATURE of S.C. landlord
;md tenant law, according to Lyles,
s that much of it is based on
common law as contrasted with
states such as Georgia which have
onacted tenant's rights laws. This
necessitated research into a great
deal of case law as well as
statutes, she said.
In fenting an apartment, "the
most important thing is to have a
lease with your rights set out,"
Lyles said. One particular feature
of the South Carolina law that few

SCPIRG does research projects

issues, said Mike Hilliard, member
?>f the Furman chapter. "South
Carolina tenant's rights were
considered an important issue," he
said, "and we thought the pamphlet
a good way to get information
*o the public."
STUDENT PUBLIC interest
research groups in various states
are loosely connected by a national
board of directors, he said, but
each group operates more or less
independently. New chapters of
SCPIRG are being formed at USC
and at Presbyterian College in
Clinton, according to Hilliard.
Examples of areas where other
projects nave been or will be undertaken
by SCPIRG are brown
lung disease, nuclear power,
banking services and women's
issues, he said.
