Arguments about racial

Education and Welfare and several
university systems in the South.
The most publicized case concerns
the University of North
Carolina, which encompasses 16
colleges, five of which are
traditionally black institutions,
according to William Friday, UNC
president.
Friday said there have been two
state legislative sessions to discuss
the topic of desegregation in the
UNC system.
"WE HAVE invested hundreds
of hours in a series of discussions,
Friday said. "The disagreement is
aoout now to achieve a racial
balance."
HEW has told the UNO system to
consolidate or transfer educational
programs that are duplicated on
predominantly white or
predominantly black campuses.
If UNC goes to court, among the
points they will be fighting is the
issue of increasing black
enrollment 150 percent by 1983.
UNC's main campus at Chapel Hill
has 18,184 white students and 1,251
black students. Another 519
students are listed as minorities,
according to Fall 1977 figures.

"The goals of the UNC system
have always been to involve more
disadvantaged youth in college and
to improve the quality of both
black and white institutions,"
Friday said.
NANCY ASHMORE, of Affirmative
Action at USC said that
USC has not received any new
guidelines on desegregation. Of all
students attending the main

Civil Rights at HEW, said that
even though the state is not included
in the six states that have
engaged in legal battles with HEW,
the criteria for desegregation are
the same. The six states involved
are Arkansas, Oklahoma, Florida,
