CHARLIE TYKE, director of the
government Bureau of Research
and Service, said South Carolina is
lagging behind the rest of the South
for several reasons.
"History and customs in the
state are one reason," Tyre said,
"and the lack of funds and
resources have also hurt us. Our
sister states realized the need for
such programs earlier than we did,
and had their proposals before
their state legislatures earlier."
The university can fund up to 10
or 11 interns, although only 8 - 10
are expected at present because of

the number of interns who elect to
work part-time.
U N D E R G It AI) U A T E and
graduate students are eligible for
the program. Undergraduates
must be juniors or seniors and
have a 3.0 or better grade average.
A similar program that will also
begin in January is being funded
by the lieutenant governor's office
and will be limited to majors other
than law or political science. The
two programs are intended to
coordinate and complement each
other. The lieutenant governor's
program will include students
from all in-state schools, while the
USC program will be limited to
USC students only.
Student response has been
favorable to the program,
especially from the GINT
department, where it originated.
