THE PAY HIKES are deemed
necessary by university officials to
keep USC academically in competition
with other "class 1"
schools in the Southeast. A class 1
school grants more than 100 Ph.

the university was less successful
but will carry the fight to the
legislature, Denton said. "We've
got a very good case for receiving
fair and equitable appropriations,
and will be contesting for fullformula
funding and enrollment
adjustment." The Higher
Education Commission lowered
the university enrollment
projections which affects funding,
Denton explained.

ONK I'AItT of the university's
appeal concerns the state's
bookkeeping procedures. In efforts
to have better control and more
information over the spending of
money, the legislature is using
line-item tunding, in which the
budget is itemized, instead of
budgeting lump sums. Denton said.
Although he said lie feels there is
nothing wrong with this, Denton
said "line-item with no flexibility is
unrealistic." I SC will ask for a 5
percent spending leeway on its
budget item requests.
Also because of a change in
l>ookkeeping, Carolina must now
pay for fringe benefits that were
given a direct appropriation from
the State Retirement System on
behalf of the university. This, the
Budget Director said, costs I'SC
