Stating his position in a letter to The Gamecock, Wilsford said, "Despite rumor to the contrary, every penny of student government money was expended strictly in accordance to existing guidelines and rulings." However, Sen. Eon Bimbaum ! charges, "Wilsford has violated both the codification and ex pendiiure guidelines. THE RESOLUTION states that Wilsford violated SG laws when he took trips to the National Student Association (NSA) conference in Washington, D.C. and to the Student Conference on National Affairs (SCONA) in Texas. Wilsford's Texas trip cost $237, which came out of the contingency fund. The SG president is only permitted to spend $200 from the contingency fund for any project, according to SG law. The resolution states, "Treasurer Rex Gale and Finance Committee Chairperson Felicia Mitchell, among others, told Wilsford that funding the Washington and Texas trips from the Contingency Fund would be illegal, because Senate statute limited Contingency Expenditures to $200 or less." WILSFOkD SAli) he felt the university had a sizable investment in terms of almost $10,000 and he spent $75 of his own money to attend the negotiations on the property. Of the Washington trip, Wilsford said, "The Supreme Court decision was adhered to to the penny." In his letter, Wilsford said that Alexander had brought the Texas trip to his attention. "The dean himself had attended SCONA three years ago and thought it highly worthwhile." The resolution states, "Wilsford disregarded the opinions of the Treasurer of the Student Body and the Finance Committee of the senate when he used Contingency monies to fund his trip to Texas and his trip to Washington, D.C. Dean Alexander wrote a note to Dave which accompanied literature on the Texas trip. THE NOTE SAID that the Texas trip may be something that the Senate should look into to send the appropriate person. Wilsford deliberately kept his knowledge of the Texas opportunity away from the Senate and told Dean Alexander that he planned to send himself." ACCORDING TO the impeachment resolution, Wilsford vioiated the SG constitution and his presidential oath of office to uphold the constitution by using more than $200 on the Texas trip. The resolution also says Wilsford violated a SG expenditure guideline. "By sending himself, a last semester student, Wilsford violated the guideline, and thus, violated his oath of office by unfaithfully executing SG regulations." The resolution also said that Wilsford had failed to present a written report to the senate after his trips, which is a violation of the SG codification. The codification Uq11 norcnnc f 4-; U'vv.vv.v/ Mil pVl 0V/UO iai\lKlg OVJT II Ipv) must submit a written report to all senators, members of the executive branch, and their cabinet members on the second senate meeting after their return."
