A bill designed to control the
"total printing, postage and
nrpsidpntial onntinffpnpv pv
penditures" of the Student
Government (SG) has been introduced
to the Student Senate.
The bill was presented at a
meeting Wednesday night by
Senator Russell Bellamy, its
author, and has been referred to
the Finance Committee. It has the
support of Rex Gale, SG treasurer.
The bill states that the SG
treasurer needs to know "not only
the total amount spent in each of
these categories, but what is
printed, what is mailed and what
the money from contingency is
used for."
The categories convered by the
bill are three of the four major
spending areas of SG. The other
main area is money appropriated
by the senate.

treasurer to know that bills are in
the senate that propose spending.
The treasurer does not have power
to stop any bill proposing
allocation, or to interject an
opinion. The SG treasurer is
notified of passage of a spending
bill as soon as it is passed by the
? A.
seiuue.
The bill presented Wednesday
proposed that only "the president,
vice-president, secretary and
treasurer of the student body and
the two employed full-time office
secretaries," be allowed to print
anything paid for by the SG.
The printing section of the bill
stipulates that a receipt must be
obtained from the print shop for
any SG printing done there.

(what is printed, explained in

SG officer approving the printing.
The two full-time secretaries must
have prior approval by one of the
four SG constitutional officers
(president, vice-president,
treasurer or secretary) before the>
could have material printed, Gale
said.

original shall go into the files of the
SG treasurer and the carbon to the
Print Shop, the bill states.
When the nrintinff hill is rwpivpd
by the SG, then the SG treasurer
can compare the bill and the
receipts. If the two do not
correspond then the treasurer can
go the print shop and check the
receipts on file there. This system
should clear up any discrepancies
that may occur, Gale said.
A sum of $4,000 has been
budgeted this year for printing,
according to Gale, but the SG
"probably won't expend that
much."
"The problem we have figuring
out the printing budget is that we
don't know how much will be
i printed," Gale said.

; much," Gale said. SG has changed
from copying most of its printed
i material to mimeograph, which
saves $.04 per page.
THE ONLY PERSONS allowed
to mail anything at the expense of
i SG are the same as those
, authorized to print material at the
r expense of SG, under the proposed
s bill. A Postal Authorization Form

The bill also provides control
over spending by the President of
SG from the contingency fund. The
bill states: "If at any time the
President of the Student Body uses
monies allocated in the con
tingency fund he must submit a
written report to the Treasurer of
the Student Body as to the total
amount spent and for what purpose
it was spent."
Gale said that this bill, if passed,
will "make Student Government
more responsible for their
money." The bill would provide for
"a system so the treasurer doesn't
control the money, but knows
where it goes and what it's spent
for," he said.
A POSSIBLE addition tn thp hill
Gale said, would be a section
requiring the SG President to inform
the SG treasurer of
legislation signed by the SG
President and USC President
Patterson so that the SG Treasurer
would not make the mistake of
allocating funds for bills that had
not been approved by all arms of
SG and the university administration.

spring elections will cost ap- ^
proximately $1,500 to $2,000. Bills
for Carolina Cares and the new
judicial system offices at Kirkland
Apartments requiring funds of
approximately $1,000 and $3,000 to
$4,000 respectively are now in the
Finance Committee.
"New programs will not be able
to be implemented unless money is
transferred from other
categories," Gale said. Transfers
of monies over five per cent from
one category to another must be 0
approved by the senate, according
to the treasurer.
