A $100 increase in out-of-state student tuition and
a $4 increase in student activity fees were approved
by the University of South Carolina Board of
Trustees Monday.
In addition to these increases, the Board also
considered a study presented by President Patterson
at the meeting proposing elimination of
administrative positions in the University. No
persons would be removed from a position, but
administrative positions, once vacant, would be
eliminated.
"It was only a preliminary report. Nothing is
firm," Board of Trustees Chairman, T. Eston
Marchant, said in a telephone interview Tuesday.
Marchant explained that with negligible increase
in state appropriations and rising costs, keeping

will not be enough to stay within the $92,861,969
proposed budget for 1976-77.
Marchant did not mention any other areas for
cutting back, although the proposed budget for next
year indicates less money for instruction, research,
public service, academic support, student services,
institutional support, and operation and maintenance
of the plant.
Student Government (SG) President Dave
Wilsford and two other SG representatives attended
the Board meeting held at Hickory Knob State
Park, about 70 miles from Columbia. "I was
disappointed that it appeared to be as much of a
rubber stamp as it was," Wilsford commented. "It
seemed as if all issues had been studied in advance
and it was just a rapid series of approvals," he
added.
The Board also considered Faculty Senate
suggestions concerning procedures for selecting

of the Board and faculty and report recommended
procedures at the next meeting in September.
Senior officials of the University include the
president, secretary and treasurer. Marchant said
there were no vacancies at the moment. The Board
is establishing the selection procedures at the
recommendation of President Patterson and
Faculty Senate and will be used "when and if it is
necessary," according to Marchant.
Women's intercollegiate athletics and the band
will receive $2 of the $4 extra to be paid by students
for activity fees. The other $2 has been earmarked
by the Board for student health.
Marchant explained the increased funding for
women's sports was necessary if the school were to
follow Title IX guidelines for equality of men's and
women's sports. "They need full-time coaches, not
just student coaches. To be competitive you've got
to have the money."
The Board also approved the resolution that
representatives of student government, faculty and
alumni be invited to sit at the Board meetings as
non-voting, ex-officio members. Marchant said the
state legislature nad passed an act stating tne
Board may invite representatives of these bodies to
sit in on meetings. "This was formal
acknowledgement of that fact."
Only the General Assembly, the body that elects
the Board members, can approve a student's voting
power at Board meetings. "I suspect the General
Assembly wouldn't do it without the recommendation
of the Board," Marchant said.
When a change in voting status for students was
