Council suggested that USC procure the east side'
Sumter by means of an encroachment ordinance,
whereby the city would retain ownership. Council
also recommended that USC landscape the area
rather than increase the size of the parking lot.
At the first of the Council's two meetings at which
Green Street was discussed, Hill asked the council to
approve the reduction of the speed limit to 15 m.p.h.
on Green . Members of the council indicated they did
not consider such a change advisable but postponed
taking any official action on it. At the second
meeting, council postponed taking action on the speed

limit until the widening of Green is complete Council
feels it will be better able to study the possibilities of
lowering the speed limit at that time.
Some details of the overall plans are to be worked
out now between Brunton, Hill and the City Traffic
Committee. Earlier this summer, Hill was skeptical
about whether or not he would have any input in the
final plans.
Brunton dispelled the rumor that the widening of
Green Street is merely a step toward the actual
closing of Green. He said that the closing of Green
and widening of Green were alternate proposals both
aimed at improving the safety of pedestrians. The
plan to widen Green Street was chosen after City
Council rejected USC's request to close Green Street
this past spring. In early August, council reiterated
that it would not approve a closing any time in the
foreseeable future.
