Daetwyler expects another $2,799,000 to be reduced from shifts in student to faculty ratios. These ratios are used to determine funding to undergraduate programs. The remaining $438,000 will come from miscellaneous internal changes, he said. This will affect computations for ROTC support, computing maintenance into the budget, and graduate studies research supports. Jennings, asst. director of the commission, has said the formula is nothing more than a basis for submitting ap propriations requests in the fall. "This is only a guide to present to the Budget and Control Board. It can be changed by the legislature or at a number of points," he said. "This is a uniform method of computing a budget in such a way that all state institutions get fair treatment," Jennings said. "To make sure that all English 101 teachers get the same salary and materials, for instance." But, according to Daetwyler, the commission's formula is so complicated that many people, including the legislators who make the decisions, do not understand the system. In an effort to simplify the funding system, the General Assembly passed a joint resolution to suggest possible changes which would simplify it. Daetwyler said that this committee has not been set up yet. Hotline To Help With Abortions, Sex Problems Hotline, a volunteer service which answers questions about abortions and other sex problems, will operate from the Psychological Services Center this fall. Previously, Hotline was controlled by the Student Government Association. The change was made in order to better train and supervise volunteer workers, according to Stephanie Pratola, coordinator for the changeover. Also, Hotline may be able to expand its services at a later date to cover other subjects including drugs, Pratola said. Hotline was started in 1970 to answer questions about where abortions could be performed. The service keeps an up-to-date list of where abortions can be done in South Carolina, Washington, New York and Atlanta. Volunteers will be on duty from 7:30 until 10 p.m. nightly in the fall. An answering service will take messages during all other hours. The phone number is 448-8545.
