BY MARK DILLARD
Of The Gamecock staff
A recommendation to the
University faculty on University
Governance will probably be made
by the Faculty Advisory Com
mittee in April, Rufus Fellers,
chairman of the committee, said.
The Governance proposal callh
for a University Council with equal
representation for students
faculty and administration.
Because it would involve con.
stitutional changes, the plan musl
be considered by the faculty as z
whole instead of just the Facult3
Senate, Fellers said. The facult5
usually meets twice a year.
"We will send it to the facultl
with a recommendation;" he said.
"But I don't know what sort o
recommendation it will be."
Fellers said there are both positiv4
and negative aspects of th
proposal to be presented to thi
faculty.
University Governance mus
also be approved by the Studen
Senate. probably the student body
USC's president and the Board o
Trustees, according to Allei
Lawhead, whose term as Studen
Senate President ended Tuesday.
Lawhead said the Governanc
would probably involve aj

Ashley Thrift of Legal Affairs
said students from other states
which may have passed a similar
law will probably be dealt with
separately if the situation arises.
"This law only deals with South
Carolina and is being treated that
way," Thrift said.
"We are trying to make sure
that everyone wanting
residential housing can get it,"
Thrift said. "It may take some
time to set up a system to make
things work smoothly. There are
some legal technicalities in
volved but we hope the situation
won't cause any problems."

amendment to the Student
Government Association (SGA)
constitution requiring a student
referendum.
The Student Senate has not
considered the governance
proposal Lawhead said. "This
year the main concern of the
Student Senate was to prevent
students from being ripped off by
other students." He gave as an
example the introduction of a
budget system requiring all SGA
funds be appropriated by the
Senate, allowing a closer watch on
the money.
The Governance proposal is the
work of a committee appointed ir1
1973 during the administration ol
SGA president Rita McKinney.
The administration, faculty or
r Student Senate may change the
original plan but must all agree or

The loss of responsibilities to the
' University Council could be a
reason for some members of the
two original Senates to oppose
Governance, Lawhead said.
"Naturally if you put two groups
together both groups would
probably have to give up their
authority in certain areas."
He cited one other possible ob
jection "A lot of people could say
students and faculty don't have
that much in common. And there
are things that should just be
handled by (either) students or
faculty."
An area of little interest to
faculty, Lawhead said, was
allocations for student
organizations. "Can you imagine
faculty participating in decisions
about the Parachute Club? For
one thing, they probably wouldn't
want to."
Lawhead said he was generally
in favor of University Governance.
s "The thing I like about the idea is if
I both faculty and students come up
I with some proposal, the Board of
Trustees is going to look at it more
- favorably."
