What is worse, it would preclude the excellent recommendation of South Carolina's own Water Resources Commission for a comprehensive management plan for the entire area. To allow the company to rush in with its dredging equipment now would be an inexcusable evasion of the Coastal Zone Management Act, a violation of at least the spirit of NEPA and an assault on the integrity of an unusually fine stretch of natural coastline.
