-USC seek 7 county From Staff Reports. The Richland County Council has ?been asked to lease the University seven buildings for use as tem p=rary quarters for the second medical school. Dr. John Harley, dean for the med school, presented council a plan which would lease USC 189,7s square feet of space in the old Columbia Hospital complex on Harden Street. He said the plan would allow the newly established school of medicine to develop at a more rapid rate than any alter ,ative plan. "If these buildings could be made available to the school of medicine over the next several months," Harley said, "it Is possible that renovation, pur chase and instalh"on ot equip ment could begin immediately. It is conceivable a freshman class could be enrolled during the next school year." By an unanimous vote the council decided to consider such a lease, as prepared by the University and modified by the county attorney, at the council's Dec. 16 meeting. Under the terms of the lease, seven buildings of the complex would be leased from Jan. 1, 1975 to Dec. 31, 1981, all at a cost of $1 per year. Harley said the University has $200,000 to begin a "bare bones" renovation of the complex and added that USC officials are ex pected to seek an additional $3 million to finance the complete renovation. Eventually, he said, the school of medicine will occupy the present Veterans Administration Hospital on Sumter Highway, once it is completed. VA officials are ex pected to break ground for the project in September. The USC proposal ran into fire from Dewey .Duckett, director of the Midlands Community Action Agency (MCAA), who asked the ,council to provide cojpparable facilitieA for his agency, now located in one of the seven buildings USC seeks. He said the agency spent more than $100,000 for the facilities two years ago and, "now we stand the risk of losing it all." He asked the council or USC pay for any relocating expense, if the lease transfer Is approved. Council .Chairman N. Welch Morrissette said the council would consider Duckett's request when It reviews the lease transfer. Morrissette said he Is "satisfied every compassionate con sideration possible will be shown to you or anyone else who has to relocate.
