Putnam said the funds to Afro would remain "frozen" until Afro submitted a revised budget. He made no estimation as to how long this might take, and said that it was basically up to Afro. SAC is not really looking for anything particular in a revised budget, Putnam said; just to see if they had corrected their mistakes and to see if they had realized their own mistakes in the present budget.
