The application persons must fill out before being accepted in the program specifically asks,"do you have a place to cook food." which would rule out most students in dormitories. If an applicant answers no, his application is denied, according to Benzina Hopkins, acting supervisor for the food stamp program in Richland County,said this week. Once the student has his ap plication accepted, the Social Services Dpeartment conducts a thorough background in vestigation to verify its authenticity, Hopkins said. She said such income can come in the form of an educational loan or through the support of parents or legal guardians. Students who have qualified for the program must submit monthly forms verifying their total assets. Federal regulations stipulate that a student may not receive food stamps for an entire academic year, but must have his case reopened and reviewed each semester before again receiving federal aid, Hopkins said. She said she didn't know the number of Carolina students receiving aid through the program, but one student said the "tremendous amount of red tape" involved in receiving federal aid cut back on the number of students who apply. The student, who wished not to be identified. said he waited from 8 a.m. until 3 p.m. for verification of his case. Officials at the Richland County food stamp office, located at 2020 Hampton St., feel another office on the other side at the county would help to alleviatethe long waiting time between the time the office receives an ap plication and the application is verified. Officials also said cutbacks in their budget had caused some delay problems.
