Four eonvenient Vetoes ol Overridd BY RUSSELL BOYD Gamecock Staff Writer The student senate overrode three vetoes of Student Body President Leigh Leventis in the senate's second session Wed nesday night. A controversy arose from the Student Government Association (SGA) appropriations bill for the 1974-75 academic year, approved by the student senate in .April. But the veto was overriden Wednesday night by a two-thirds majority vote of the senate. The contingency fund is a designated five percent of the total SGA allocations to be used for unexpected projects other than those budgeted. SGA is allocated approximately el1 percent of the student activity fee or about $43,000. The veto by Leventis was an nts!! The old policy states: "Contingency funds may be used as deemed necessary by the president. Transfer of funds within a budget, category is allowable for amounts less than $500 with presidential' approval. Internal transfers over $500. and transfers between categories must receive approval by the senate." The new law denies these powers of the president to use the con tingency funds with only presidential approval. It states: "The pres ident or vice-president of SGA may make expenditures up to $300 from the contingency fund on any one particular item or project woth the approval of the treasurer of SGA or the student finance committee, provided that all expenditures shall be reported to the student senate by a written notification from the party asp proving such expenditures at the first senate meeting following such approval." The president of the student senate, Allen Lawhead, thinks the new legislation is an effort by the senate to establish a system of checks and balances. Lawhead said, "There is a definate need for more control. This isn't saying that anyone is a crook, it's just that we need a more accurate financial check and balance system." "Student government is financed by student funds," Lawhead said. "The intent of the senate is to make a concientious effort to protect the student body. The senate's primary concern is the protection of the student fund s." "The thing I don't like is that the votes to override the three vetoes were not taken sepoartly," Leventis said. "I agreed to change the methods in which the funds were to be used," Leventis said. "But I didn'y agree to limiting the funds to $300 With the rising cost of inflation, I don't feel that $500 is too much "People should know the system better," Leventis said. "We need as more stringent system, but a reduction of the amount from $500 to $300 is an extreme." Counselors to confer The USC Pre-Health Career Development Program is offering an information conference for South. Carolina high school counselors Friday Sept. 27. Coordinated by the -College of Pharmacy, the conference for counselors will run from 10 a.m. to 3 p.m. In-the Campus Room of Capstone House. 'Te purpose of the conference will be to orient the counselors in the selection process, the major goals and objectives of the programs, and to secure com mitments from counselors that they wili support the program.
