Sumter im A proposed merger of the Sumter Technical College and the Sumter branch of the University of South Carolina by the South Carolina Commission on Higher Education has been opposed by USC Board Chairman T. Eston Marchant on grounds that the Commission does not possess the authority to initiate such a plan. Marchant objected to a motion made Sept. 5 by the Commission 1417 MAIN ST11! In reponse to the statement, Marchant said, "What was unacceptable to me is that the wording obviously spoke of the ultimately sole authority of the Commission in this matter, and with this we respectfully do not agree. The Commission's merger plan came from a , study originally requested by Marchant last June after the Commission announced its decision to transfer respon sibility for the Sumter branch from Clemson University to USC. It felt such a transfer constituted a new program and there fore was subject to Commission approval. Attorney General Daniel McLeod said approval of this type was not necessary.
