A proposed merger of the Sumter
Technical College and the Sumter
branch of the University of South
Carolina by the South Carolina
Commission on Higher Education
has been opposed by USC Board
Chairman T. Eston Marchant on
grounds that the Commission does
not possess the authority to initiate
such a plan.
Marchant objected to a motion
made Sept. 5 by the Commission

of the two institutions with an eye'

proved desirable and feasible.
The motion stipulated, "The
Commision feels that it is highly
desirable that the two-year in
stitutions cooperate when they are
located in one locality and that
ultimately a merger should be
considered when it is feasible and
desirable in the Commission's

In reponse to the statement,
Marchant said, "What was
unacceptable to me is that the
wording obviously spoke of the
ultimately sole authority of the
Commission in this matter, and
with this we respectfully do not
agree. We certainly do not oppose
and sincerely support cooperation
but we do oppose dictation now as
well as a year ago, particularly in

has no authority in the matter of
transition."
The Commission's merger plan
came from a , study originally
requested by Marchant last June
after the Commission announced
its decision to transfer respon
sibility for the Sumter branch from
Clemson University to USC.
It felt such a transfer constituted
a new program and there fore was
subject to Commission approval.
Attorney General Daniel
McLeod said approval of this type
was not necessary.
