The article gave the impression that approximately 20 per cent of ] all cases brought to the om budsman aren't legitimate com plaints. This is not the case. According to Phillip M. Grier, many legitimate gripes can not be resolved because he doesn't have n- the power. These cases are among the 20 per cent mentioned in the previous story.
