Insurance reform will be coming
to South Carolinians at last.
Disregarding the fact that it is
about 20-years overdue, the
measures currently being debated
in the South Carolina Senate should
bring some much needed relief for
drivers in the 18-25 age bracket.
Analysis
The bill under debate in the
Senate basically provides for three t
things, all of which wnuld be of help t
to the driver. The bil provides for I
a no-fault insurance plan, a
reinsurance facility, and the
establishment of a standardized
rating plan.
The no-fault provision would help
the driver obtain quick and ef
ficient service without going
through all the red tape that is so
evident today. No-fault simply
means that the insured driver's
coriipany would pay for all
damages regardless of whose fault
the accident was. The bill being
debated has a $1,500 limit which
would be the maximum amount a
driver could collect under this type
of plan. If damages amounted to
more than this, he would then sue
for the remainder of his losses.
This plan gives the insured ef
fective service on his small claims
and still gives him the opportunity
to sue for more should the situation
warrant it.
Unfortunately, the no-fault part
of the plan may get the axe from
the Senate. Sen. J. Ralph Gasque,
D-Marion, is leading the fight
against the no-fault insurance

Among the many different and
interesting courses offered at the
University is Chinese. Although
the courses in Chinese have been
offered for three years they have
not gotten the response they should
have.
The courses are utilizing the
Yale University system of
Romanization to make the Chinese
simpler for the students to speak.
Dr. Charles Abler, a Chinese in
structor sees the problem as one

deal of apprehension about the
language as to whether or not they
can make good grades or get

surance business. Its main ad
vantage as far as the driver is
concerned is that it will eliminate
the current assigned risk program.
It also gives the driver the chance
to be insured with any co mpany he
desires at reasonable rates. It
gives the insurance company the
option of insuring that driver with
the company itself or of placing the
driver in a "pool" with other
drivers placed in the same pool by
other insurance companies. The
companies share in the losses or
profits of this pool according to the
percentage of the total business
"pool". The insured never knows
whether his policy has been han

anything from it." Abler thinks the
Yale University system should
help Chinese students and these
students will hopefully pass the
word along about the nature of the
course.
There are presently about 34
students enrolled in one of the
various Chinese courses, 18 of
these are taking Chinese 101. The
courses continue to the 300-level of
instruction. Besides regular
courses, there are courses related
directly to Chinese but listed in
other department., such as Chinese
Literature CL408 in Translation
and 398 Topics in Chinese
Literature which deals with con
temporary studies.

to be about $12 a person a year.
The increase is easily offset by the
benefits of the plan. The present
method of having people on
assigned risk paying astronomical
rates is absurd and needs to be
changed.
The establishment of a stan
dardized rating system would
basically change the emphasis of
determining rates from a personal
basis to one of emphasis on the
individual driving records. This
eliminates the controversial
subjective underwriting that
:'ompanies engage in. Many
people are placed on assigned risk
programs with driving records
without an accident. They are
placed there for certain subjective
reasons; they are divorced or their
hair is too long, etc., a stan
lardized rating classification
would virtually mean that the
companies'system of rating peopie
would have to be approved by a
rating bureau, and the company
would have to conform to the
requirements set down by this
bureau. This should be beneficial
to the driver.
While the bill being debated is
much more complex than this,
these are the main provisions that
will benefit the everyday driver in
South Carolina. Hopefully, the
General Assembly will cast aside
their past rejection of change and
pass these provisions to assure
South Carolinians better insurance
coverage and better legislative
representation.
