Paul Pattitucci, ilesman Hite Miller Pickens I Phase One of the University's street reconstruction plan will be completed within the next two weeks when the section of Pickens between Pendleton and Green Streets is reopened. Pickens was closed last summer ro allow for construction of a pedestrian walkover for students and a widening from two to four lanes. Following the reopening of Pickens and the reopening of Youth Kille One person died in an early morning fire which gutted a student apartment on Whaley Street. The victim, Richard Warren Spach, 22, was visiting his brother Thomas John Spach, one of several students who occupied the two apartments in the destroyed house. Richard Spach was not a student. Columbia Fire Department officials said they found the vic tim . lying face down on an upstairs waterbed. They said he apparently died of smoke inhalation and suffocation. According to Brad Wehler, a USC student, he awoke in the downstairs living room to see a table, the rug and a guitar in flames. Wehler said that his asth ma alerted him to the smoke. Wehler and Spach awoke everyone in the two apartments at and they rushed outside just as the flames consumed the house.
