USC President Thomas F. Jones
said Thursday that when the
student senate "no-smoking" bill
reaches his desk he will refer it to
the Faculty Advisory Committee.
The main reason for referring
the proposal Jones said, would be
to poll the faculty members'
opinion.
According to Jones, the Faculty
Advisory Committee would
probably also discuss and advise
him on procedures for im
plementing the "no-smoking"
legislation.

to the professor, and not the

Jones said his personal
preference for enforcement of the
bill, if passed, would be ",peer
group pressure", because it would
be the most effective.
Jones also said if the Faculty
Advisory Committee were to
report the bill favorably, he would
gather his advisors to discuss
implementation procedures. "The
question is whether it should be a
rule, a regulation or a law," Jones
said.

Jones said he did not want to
comment on whether the bill was a
question of "individual, rights" or
"human health." However, he did
say, "There is a question of in
dividual human rights on both
sides of the question."
Concerning "individual rights",
Jones added, "But I try not to park
in areas where there is a no
parking sign and I try not to smoke
in areas where there is a no
smoking sign."
On the health questioi, Jones
said he had seen no evidence yet
that being exposed to second-hand
smoke poses a real health hazard.

Jones, who smokes cigars,
related how smoking initially came
to the USC campus. "Prior to
World War II smoking was not
allowed in classrooms or labs,"
Jones said.
However, he continued, when the
veterans returned to the campus
after the war they wanted to smoke
in classes because smoking had
become such an ingrained habit
they were literally "miserable
without it."
Jones then said campus officials
just began taking down the no
smoking signs instead of trying to
resist the movement.
According to Jones, in the years
immediately following the war the
majority of people on campus were
