According to Alan Lawhead, chairnitn of off-campus student affairs committee, it was done to give students who live off campus a stronger voice in the student government. "Approximately 67 percent of the students at USC live off campus and in the last election, only four percent voted. We drew up this bill so that we would be able to increase the accountability of the Student Government." Lawhead said another reason for the bill was to add more areas where a student could vote. "Until this time, there were only two places where off-campus students could vote. They had to vote with the fraternities in the RussellHouse or had to go to the Coliseum.
