The Student Allocations Com
mission refused Thursday to take
action on a formal protest against
the indirect support of charities
with student funds.
The protest was relayed to the
commission by Robert E.
Alexander, dean for student ac
tivities from Robert B. Clarkson,
student senator from district 19. In
a letter to Alexander dated Oct. 8,
Clarkson protested the use of the
student activity fee for the support
of the Carolina Cares, a charity
drive run yearly by the Student
Government Association to raise
money for needy Columbia
residents.
Also Clarkson complained that
the commission yearly funds the
Voluntary Action Council whose
purpose is to "support and perform
charitable causes in the Columbia
area."

Accompanying Clarkson's letter
was one from Alexander that
asked the commission "to take
some action . .. within a period of
seven working days." The com
mission voted not to take any
action but to take the letter under
advisement until guidelines could
be redrawn to define the limits of
student expenditures.
The vote came over the strong
protests of Frank Siano, com
mission appointee from the
University Union and commission
Chairman Charles Smith. Siano
asked the board to appoint an in
vestigative sub-committee to keep
pace with charges of misuse of
student funds. Under present
guidelines it is not illegal for
organizations to support indirectly
charitible causes through
publicity and promotional drives.
It is, however,contrary to state law
to directly support charities by
donation of state fees. Clarkson

further charged that the Univer
sity Union has budgeted this year
$150 to purchase T-shirts which
they intend to sell to raise money
for a group of children in Hong
Kong. Clarkson said in the past the
union has not raised enough money
to fulfill its pledge to the charity
and has therefore financed the
deficit with student funds.
This letter 4 follows on the heels
of one by Clarkson of Sept. 27 whicjh
charges the USC Student Senate
with allocation money for the
direct financial support of
legislation before the South
Carolina General Assembly. The
letter says "According to Ms.
Jennie Tucker, secretary of
Women's Affairs for SGA, in a
meeting with the Senate Finance
Committee. . . some of these funds
would go to the Ratification
Coaliton, a . . political
organization promoting the ERA.
Other funds, according to Ms.
Tucker, would pay for publicity

allocated to her branch of SGA she
knew of no funds that would be
going to support the ERA
ratification. However, she did say
that some of the books and
written material to be purchased
with the money deal with the issue
of ERA simply because it is a
topic of interest among women.
She said "It is not one of our
goals" to promote the ERA"
Clarkson has also charged that

ment to make up ERA ratification
petitions
