In May of this year, we began
questioning the legality of. the
Pickens Street project since feder
al funds are being used. Under the
Environmental Impact Act of 1969
an environmental impact state
ment is required for major pro
jects using federal money.
According to officials of the
South Carolina Highway Depart
ment, a statement was filed claim
ing there would be no significent
effect; however, we have not been
able to locate a full environmental
impact statement submitted by the
Highway Department.
The current mess that is the
Pickens Street "improvement" has
destroyed several beautiful old
trees on campus, half of the Hu
manities lawn, and the aesthetic
and academic environment around
Leconte and the Humanities Build
ing. We feel that this has had, and
will continue to have enormous
consequences on the environment
at USC.

The increased traffic load to be
created by Pickens Street's widen
ing will obviously affect the Rus

Green Street. Parking may become
more difficult.and pedestrian traf
