Senate Over E1 BY EARNIE KASTNER Gamecock Staff Writer An amendment to change the 'date for the second run-off in the Spring elections from today until the Tues day after the Spring vacation was defeated in the Student Senate meeting Wednesday night. The amendment to a previous bill was introduced by Sens. Shelton Parker, Michael Taylor and Ann Hungate. The amendment would establish the date for the sscond run-off vote as Tuesday, March 27, after the spring vacations. Sen. Cindy Mann, speaking in favor of the amendment, pointed out the possibility of large numbers of students going home early and not being able to vote Friday. "The student apathy is bad enough without making it hard for interested students to vote," Mann added. An appeal to leave the matter in the hands of the Elections Commis sion "where it belongs," was issued by Sen. Rodney Shealy. "I would hate to see this thing turn into a political matter." At that moment Sen. Paula Kress introduced an amendment to the amendment. She proposed holding the second run-offs today, saying that people would not be leaving this early. Tim McConnell, senate president, interrupted at this point and declared Sen. Kress' amendment out of order. Several senators were confused over what had been declared out of order. Some thought the original amendment had been thrown out and they wanted to know why. McConnell clarified the situation saying he had not stated that the original amendment was out of order but that the amendment to the amendment was. The dates have already been published and the only way notice of a change can be given before tomorrow is by word of mouth. Before the final vote was taken, Sen. Angela Wright accused the senators of playing partisan poli tics. "I see no difference whether the election is held on Friday or on the Tuesday after Spring vacation," she said. "There will be people leaving early and people will be coming back late." The vote was taken and McCon nell declared the amendment defeated. Parker said the vote was divided and asked that the votes be counted. The vote was taken again and it was determined a tie vote. As Senate President McConnell then was able to break the tie. This is due to the vast amount of students leaving early for spring break." After the final vote was taken several senators were visibly upset. The statement "thank you God," was directed toward Vice-President McConnell by one of the senators. Also during the senate meeting that night Sen. Rodney Shealy introduced a resolution urging the University Union to take off campus students into consideration when it plans events for the student body. The resolution was sent to cominittee for study. Sen. Allen Law head introduced a motion to create a residence gov ernment for off-campus students. Lawhead said the new residence government would act as a liason between campus governments, would appoint persons to fill vac ancies in the off-campus senate seats and would provide involve ment for off-campus students in all campus affairs. A bill introduced several weeks ago by Sen. G. B. Manning to estab lish a commission to codify or record all USC laws was brought before the Student Senate for con sideration. This bill was passed unanimously by the senate last week. It was returned to the senate because the bill called for an alloca tion of funds to pay the commission and the senate was informed that it would be vetoed as it now stands. The administration suggested that the three-man commission be changed to a two-man commission. The senate voted to let the bill stand as passed last week and see just what would happen. Absent from Wednesday's ses sion were Sens.
