March 1 1971 Universi' BY BLAKE LORICK Gamecock Staff Writer The University has officially petitioned the Columbia City Council to close Green Street for one month on an exper imen tal basis. Harold Brunton, vice president for business affairs, released a letter that was mailed to the Mayor of Colum bia and members of the City Council. The letter states in part: "Traffic congestion and potential safety problems con tinue to multiply on Green Street in front of Russell House. Over the years, various remedies have been tried from full-time police officers to the present flashing lights installed with the cooperation of the City of Columbia. "Some people believe that with the.bottleneck that now exists, Green Street is virtually closed to traffic already. Other people believe that there is very little through traffic and many vehicles are University related or occupied with 'girl watch ing.' Most people feel that 'something should be done'. "In an effort to get some fac tual data, the stu?lents last year conducted very comprehensive origin-destination interviews involving 2,009 cars. "Based on this study, the USC Student Government has asked us to present a formal request to City Council "to close Green Street between Sumter and Pic kens Streets for a period of one month to determine and solve traffic problems which might result. "The University Administra tion hereupon submits such a formal request." Brunton explained that the University would authorize Wil bur Smith and Associates to make an in-depth study of traf fic on Green Street. Brunton said, "The University administ ration agrees completely with the accessibility and desirabil ity of the Student Government proposal. On the other hand, we recognize concerns that the city has for east-west traffic as well as technical concerns such as fire lanes and access to present parking areas." Brunton was referring to the student and staff parking lots which are located on both sides of Russell House. Also not mentioned was how Bull Street, which would have to be closed at the north end, would handle traffic to South Building and South Tower. Bull Street is presently one way at the south end. Spinazzolo explained later that Bull could be converted to two-way traffic. Brunton commented, "The Stu dent Government concept is excellent, however they should have done a little more homework on detail." A high ranking University administrator, who asked not to be identified, said the experi mental closing would probably not come until next fall. Columbia Mayor John Cam pbell told the Gamecock that he had not received the University request as of Wednesday. Cam pbell said, "Right at the moment there is an important question relating to East-West traffic on Green Street. We would have to have a traffic count." Members of the City Council could not be reached for comment. Brunton also commented on Student Government's proposal to convert the parking lots at Pickens and College Streets and Pickens and Senate Streets to attendant parking areas. Spinazzolo explained that Parking Management, a Washington, D. C. firm, had assisted Student Government in surveying the lots.
