With adoption of the student prac tice rule, which allows students who cannot afford an attorney to be rep resented in court, USC students may find the legal aid clinic better suited to solve their problems. The new rule makes it possible for anyone on campus who cannot afford an attorney to be rep resented in court by an elgible law student, according to Roland Jones, director of the student legal aid clinic. The student practice rule will change the whole scope of the clinic, he said. Before, we had to have the judge's permission to represent a student in court and often we didn't even try to get his permission. There are probably about 300 attor neys in Columbia and they often felt that we were taking clients away from them. Although the student practice rule was adopted by the S. C. Sup reme Court on Sept.25, it won't go into effect until Dec. 25 after the 90 day effect law. Jones said 90 per cent of the cases BACK P. We have 15 student work ers in the clinic who are third year law students. They "man the clinic" five days a week from nine to five o'clock and are faced with all prob lems from criminal problems to administrative problems. Jones said that he thinks the clinic faces every type problem that is imagin able. We can represent any student before the university tribunal. They are usually concerned with disciplinary type problems which could be anything from a charge of one student against another or an administrative official against a student. Or, the student might bring an action against a university offi cial or organization. Even though Jones said the clinic has picked up this year he said, In the past, not enough students have used the clinic, so this year unless we can show an increase in the number of students who seek our help, the clinic may not continue to exist. Our primary object is that everyone knows about the service. And, of course, most students are on limited budgets and even a small amount of money may be important to them, he said. He said many students desire information about their draft status. We have a draft counselor who counsels students about their deferment and status appeals. Usu ally the case takes either one or two routes-the student either wants to know something about the lottery system or wants representation before a draft board, he said. Jones added that drug offenses usually depend on the fact situation, whether the student is charged by the university or state officials. He said, "It is unfortunate that there is usually not a good defense for being charged with possession of hard drugs. Normally for a serious drug offense, we suggest that" the student get a lawyer." Counseling is given for problems concerning insurance companies, credit cards, personal theft, mail orders, marital status or divorce, and businesses such as loan com panies, health spas and record or book clubs, Jones said.
