"I feel that one of the basics of
the McGovern reform is to open the
Democratic Party to participation
by people who have never partici
pated before, expecially minorities,
women and youth!
This was the format of State
Democratic Chairman Don Fowler
speech Tuesday night. Entitled
"The McGovern Reform," it encom
passed the steady change exhibited
by the Democratic party.
Minorities, 'Fowler said, are not
taking action because they had
never been encouraged or political
discriminations were so great as to
stifle any actions they might under
take.
Youth, he said, did not see the
relevance of party politics and are
inclined to be apathetic. "The youn
gest age group, 18-29, are the ones
least participating in the political
process, he said"
The McGovern Reform accom
plished some of its goals during this
election year. "This years conven
tion was more black, more Latin,
and more feminine than any Repub
lican or Democratic Convention
ever before.'
Can't have quota system
Fowler criticised, though, the
Democratic Party's idea of quotas
insomuch as: "You can't have a
quota system and also have a
democratic process."
What this quota system implied was
that the party had to involve a cer
tain amount of women,blacks and
other groups into the political pro
cess.
An ex-political science professor
at USC, Fowler had this to say in
reply to specific issues of the
McGovern campaign:
Q: What impact do you think the
recent scandal over the financial
campaign status of the Republican
party will have on the general elec
tion in November? Do you think it
will influence the voters?
A:I think it will influence some.
Obviously it will because it's a terri
ble indictment on our system. It's
serious that we would have a major
party and people associated with
that party's candidate who would
stoop to that sort of thing. I think
it's just absolutely incredible with
the revelation of today. Not only
were they bugging the headquar
ters of the Democratic national

committee, but also of all the can
didates.
That to me is just absolutely
incredible and I think it's going to
be an influence of importance in the
campaign because who knows
where this is going to stop. I can
just say this that the administration
has been incredibly arbitrary in
keeping the lid on this thing.
They tried, I think, to manipulate
federal judges, put the trial off and
have used the justice department as
much as possible to cover-up as
much as possible. And the Presi
dent himself, who is responsible for
what his people do, has refused to
say anything about it.
Q: Can you think of any motive
for this?
A: If you could bug somebody suc
cessfully and not get caught, you
would know what they're planning.
That's a tremendous advantage just
like a football team knowing all the
plays and strategies of the other 9
team.
Q: On the abortion issue, Presi
dent Nixon is a firm believer in anti- !'
abortion legislation while
McGovern has taken the stand that
"I will not decide a matter of consci
ence, but will defend liberty of con
science." Do you think that this is
a wishy-washy, middle-of-the-road
stance or is it a firm commitment
and if elected what will he do om

McGovern Misinterpreted
A: I think Mr. McGovern's posi
tion on abortion has been misinter
preted. He has not taken a stand
against abortion, such as President
Nixon has, nor has he endorsed the
legalization of abortion, like the
Republicans say he has. I think his
position on that is similar to his posi
tion on marijuana which is that each
individual state decide what it's to
be.
Q: Presently the Nixon Administ
ration is spending $100 billion per
year for defense. McGovern says
he wants to cut $30 billion off of this
sum. How can he propose to do this

and still "create and maintain a
strong force of nuclear arms" and t

Israel and Western Europe?
A: This is another proposal, like
his welfare proposal, that has been
misinterpreted. His proposal to cut t
*30 billion dollars on the defense
budget is not a proposal to come in
January 21 and cut it by $30 billion
dollars on January 22. It's a phase
three year program. He'll cut it by
one third the first year and if that t
works and if we continue to main
tain our military strength we'll go
to phase two which is another ten t
billion and then another ten billion
the third year.
Specifically what he proposes is
to eliminate and get rid of the waste
that everybody knows exists in the
military. I've had substantial
experience in the military myself,
and we all know it's there. The tre
mendous cost overruns that have i
been evident in many of the missle
systems, where the government has
picked up the tab for the ineptness,
inefficiencies and downright bumb
ling of some of the defense corpora
tions, he proposes to do away with.
The whole command structure of
the military today is top heavy. I
think, under Sen. McGovern's prop
osals, we would have exactly, on
reserve, the same number of mis
sles, Polaris submarines and
bomber forces as we have under
President Nixons system.
Sen. McGovern would reduce the
number of men in the service which
would achieve substantial savings.
Many people would deny this, but,
in fact Sen. McGovern's proposals
are very much like the ones of Gen.
Eisenhower, and no one would have
accused Gen. Eisenhower of being
a traitor or a radical. I think Sen.
McGovern is definitely on the right
track as to cutting back on the
defense spending.
Q. Another issue confronting
most Americans today is the drastic
increase in the sale and addiction
of narcotics. Sen. McGovern said
that he is going to halt the national
and international narcotics trade
and also increase drug abuse educa
tion and rehabilitation centers. How
does he plan to solve these prob
lems, especially the narcotics traf
fic that goes on today?
