Hamburger Nixon wrapp WASHINGTON-The ultra top-secret "Bamboo Papers" leaked this week by a "former Rand em ployee" revealed President Nixon's most startling election year plan yet disclosed. The papers were sent in a clear plastic baggle to the offices of the Washington Post by a person only identified as "a former employee of Pig Rand and now a dedicated follower of Christ." The Bamboo Papers are top secret, "read and destroy" documents from the "highest level" of the Executive Branch. The memoes and files give the true reason behind President Nixon's recent dispatches of Presidential Advisor Henry Kissinger to Paris and talks with Xuan Tuy, the North Viet namese ambassador to the Paris peace talks. The papers state Kissinger had been instructed to negotiate with the North for a "first refusal" contract on the entire annual Vietnamese hemp crop once hostilities between the two countries are ended. The Bamboo Papers indicate that White House insiders have severe doubts as to the Saigon Government's ability to hold its own once the U. S. withdraws its forces and so, the papers state, "We gotta cover all bets, especially the sure things." The papers state that similar franchises are being sought in Cambodia and Laos. Indochina is not the only area involved in the Marijuana Consortium. Kissinger was further told to negotiate with President Georges Pompidou of France for sole consideration of the papers, pipes and paraphkenalia concession. This would, in effect, freeze Franco's Spain out of the papers business. In return, Pompidou must promise a return to NATO and a 15 per cent "consideration fee" to be delivered to anonomous, personal Swiss account. In fact, to entice new users and therefore increase the government's revenues, penalties will eventually be stiffened, according to a Bamboo Papers file prepared by the Psychological Warfare branch of the U.
