officials announced here today that
the Sarah Mellon Scaife Foun
dation of Pittsburgh, Pa., has
granted the University $100,000 to
be used for construction of a
Marine Science Laboratory.
The facility will be located on the
unspoiled North Inlet estuary of
the Hobcaw Barony, the Baruch
plantation, and will add a vital
component to a program of marine
science research and the newly
established marine science

estuarine ecosystem. (An estuary

t where sea water mingles with
fresh water and where important
marine organisms thrive.)
The Baruch Institute at
Carolina, said Vernberg, is looking
at three key research problems
involving the estuary area:
-- analysis of an estuary over a
long period of time to produce
comprehensive data of importance
not only in assessing the value of
tidelands, but also in managing
these resources.
-- development of aquaculture
techniques, in which the North
Inlet estuary provides an excellent
region for experimentation in the
commercial raising of marine food
species.
-- development of expertise,
drawing from scientists, lawyers,
economists, politicians and others,
to assist federal and state agencies
in management practices in
volving estuaries.
The University also received
approval recently to launch a
degree program in marine science,
initiated this summer, to offer B.
S., M. S. and Ph.D. degrees in
marine science.

With the aid of a grant from the
American Bar Foundation, four
students on the USC Law Review
will attempt to determine em
pirically the success or failure of a
federal program, "235 housing."
"The program was designed to
give lower and moderate income
families homes of their own," said
Bill Traxler, coordinator of the
study, "and in doing so give these
people a stake in society. "
For twelve weeks the students
will be out in the field personally
interviewing the "235" owners.
Jim Griffin, Boone Aiken and John
Milling will attempt to discover the
specific feelings of homeowners
participating in the "235"
program. Dave King, assistant
professor of sociology is helping
the law students develop their
research strategy.
"This study will symbolize the
active participation in the law
which will characterize the Law

unable to make it to shore.

Child Care Center for the children
of USC students, faculty, and staff.
The center is located in Apt. 42 of
University Terrace, and is open
Tuesday through Thursday, 4-11
p.m., Friday, 4 p.m.-12 a.m.
(midnight); and Saturday, 9 a.m.
12 p.m. (noon) and 4-12 a.m. There
is a fee of $.40 per hour for one
child, $.60 per hour for two children
and $.75 per hour for three
hildren.
While the University has agreed
