The award was presented to Wahl Friday during the Stan Kenton Jazz Orchestra in Residence program at the USC Band Hall. The national citation reads: "Through professional leadership you have inspired and motivated excellence in musical per formance. Your record of service to our profession is one of which you may be justifiably proud, and it will service as a model for others." Wahl came to the University of South Carolina in 1969 from the Universty of Wisconsin at La Crosse. In addition to the large and popular marching band he directs at Carolina, Wahl also has developed several other per forming groups under what he calls a "total band concept." Included are jazz ensemble, a symp"oic band, rock ensemble, wind eftsemble, concert band, and pe band. The conference,whose theme is "Action '72", will focus attention on how students can be active in helping solving problems facing' the state. Delegate selection is based on the population of the school and is left up to each individual school The number of delegates was reduced to 250 from 350 that attended the last conference to make the discussion groups smaller and more active. "We will make a special effort to show the students that the Governor is serious about their recommendations," Kathy Cecil, director - Governor's Office of Youth Planning, said "The student body presidents gave us recom mendations and we tried to follow them.
