Jennings to run for SGA ofce By BETTY WOODRUFF Staff Writer Kathy Jennings, student body secretary, announced her can didacy for student body vice president Monday. The vice president's duties in clude presiding over the student senate, an office that will take "nerve and luck, gall and guts," she said. Jennings has served as secretary of freshman and sophomore classes, chairman of the University Housing Policies Committee, Carolina-Fort Jackson Relations Committee and the University Ring Committee. She is also vice-chairman of the Academic Affairs Committee. She has served as a freshman orientation counselor. Foard said the program, designed as an alternative to the traditional processing of criminal offenders through the courts and correctional institutions, will be implemented in Richland County April 1, if federal funds are approved. The pilot program will be open to first of fenders between the ages of 16 and 25 who have committed a misdemeanor and have no prior record or have a juvenile record for which they have not served more than six months. The purpose of the program is to "rehabilitate the first offender before he or she gets to the court and to keep that person from having a criminal record," Foard said. The program offers the arrested person avenues of rehabilitation through job preparation and placement, guidance and counseling and assistance in obtaining supportive social services. Speaking to a group of about 100 Horseshoe residents and other interested persons, Spinazzolo said, "We must have a govern ment that is large enough to serve you yet personable enough to know you."1 "We don't plan to spend much money. We're depending on people support, not money support. There'll be no free Cokes or bananas. The money we spend will be to educate the people as to what we believe," Spinazzolo said.
