C. 29208 Monday, March 6, 1972 Presidential c Two aI Steve Cannon and David Powers officially announced their separate candidacies for student body president today. Cannon said, "Student govern ment should be taken seriously by those involved in it, but not so strongly that it smothers itself by rules and regulations to the extent of losing it- effectiveness in ser ving the student body," Cannon said. "What needs to be done should be anticipated beforehand so that student government wouldn't have to appear so crisis-oriented as often as it does," he said. "Short range objectives to meet pressing needs will always be necessary, but at the same time, enough foresight should be taken to look ahead into the next two or three administrations to see what groundwork can be laid for ideas which may not materialize for several years." Cannon said that in terms of specific goals for his ad ministration, he would: A. Make final preparations for fully enacting the student court system. B. Finding a workable solution to the whole issue of the university senate concept. C. Coptinue service oriented projects such as teacher evaluation, the ombudsman system and the hotline. D. Actively recruiting interested students from the student body at McConnell bid for SG. Tim McConnell, Secretary of Freshman Affairs, has announced his candidacy for the vice presidency of Student Govern ment. McConnell served on Harry Walker's Cabinet this year and was a student senator last year. He also served on various University committees. "In order for Student Govern ment to have an effective and efficient organization," he said Sunday, "it must concentrate on two basic and essential factors, cooperation and coordination. One without the other fails to bring success." McConnell said, "Many students feel that they have no voice in legislative matters of the Senate. However, students do have a voice through their senators and they should cooperate in working together. Student Government can do only as much as the students allow it to do. "The Vice-President, presiding officer of the Senate, should coordinate the efforts of the Senate with the President, and the two andidates I1OUflC Cannon large to fill various committee appointments which are made by the president of the student body. Formulating a very low-key "unofficial" system of monitoring student opinion by the use of a group of students scattered throughout the campus whose only function is to act as direct links of student government, in con junction with the ombudsman system. "In the realm of it offering services to students, however, student government should refrain from excessive do-gooding and consequently smothering the announces A V P. should be a liason between the students and the faculty and ad ministrators. Thus an effective pipeline channel is formed, from students to student senators to the Senate to the Vice-President to the President to the faculty and ad ministrators." Many students say Student Government and expecially the Senate, is ineffective, accordingj to McConnell. This is partially because the Senate is to a large extent an advisory body. "A University Senate, I feel, may be a solution to this problem. If one is established, much legislation which presently must be approved by the faculty senate or ad misistrators would no longer require this, for students, faculty and administrators would con stitute the University Senate." McConnell also stated that the present method of ticket distribution by classes and ID numbers is unfair. He says he believes it should be changed to distribution by the number of hours earned at the University. He anprnves the idea of ach e top sI student body as well as itself," Cannon said. "There's a dif ference between sincerely trying to help someone and meddling in their lives," he said. "Hopefully that difference can be recognized." "I think the big thing next year is going to be credibility and a purpose for Student government to even be here." Cannon, a junior this year, presently holds the cabinet position of campus-community affairs, was a student senator last year, and has been president of his sophmore and freshman classes. David Powers, who has worked in student government for three years, said, "The university is in a state of transition, breaking away from traditional concepts, and student input is vital in making the transition positive," he said. "Student government is currently the strongest vehicle for student input," he said. "We need to fully utilize Student Government and at the same time explore all other possible avenues for student input, such as the University Senate." "Let's Make Carolina A Good Place To Be A Student is the major theme of our campaign," he said. "And to do that, there are several major points to consider living conditions, learning con ditions, and social conditions." McConnell student being issued a receipt book for his tickets. The student could then turn in a coupon and receive his ticket or turn in his coupon and receive a refund for the amount he paid for that ticket in his student activity fees. This would eliminate the unfair double profit system now in use, McConnell says. On the issue of priorities, Mc Connell says "the present system of priorities is a good one, but misuse of priority privileges should be punished." ot aspI1 Powers 1.) A student must be offered a much greater range of opportunities to develop himself as a full individual. I would appoint a woman law student to the position of attorney general to fully pursue sex discrimination at the university." Powers, 24, is a management major from Columbia. He has worked closely with the past three student body presidents on, among other things, improving the food service.
