The cabinet is composed of students appointed by President Harry Walker and is an unofficial part of the executive branch. Carolina is a state supported school but with 35 per cent of the state's population being black, taxpayers we have less than 6 per cent black student enrollment at USC, Oliver Washington, secretary of Minority Affairs, said. Washington, a senior sociology major planning to go to graduate school, has been minority affairs secretary for two student ad minstrations and said his office has to give 110 per cent for progressive change in acquiring academic, political, social and economic equality. The essence of the report is that black progress has been. less than satisfactory. Washington noted that in the span of a 170 plus years that black enrollment has in creased from approximately 150 during reconstruction to 500 plus students today. "Progress has been better in the past two years, noted Washington. We now have an assistant dean in arts and sciences and a assistant director of admissions. "The Afro-American studies program also has been im plemented with courses offered in black history and art and civil rights to mention a few courses," Washington said. Some of the problems that blacks face when coming to the university are a lack of enough blacks to promote group identity and therefore a real political base to promote change. "We also need more black faculty members," Washington said. Citing the need for more black enrollment, Washington said USC has the leading academic curricula in the state; blacks can be better equipped with proper skills to help other blacks; in order for blacks to compete for better jobs they must have the same quality education; blacks compose approximately 35 per cent of the state's taxpayers but less than 6 per cent are currently enrolled at USC. Washington stated that his office also works with the black organizations on campus. "Right now we are helping to promote the play "To be Young, Gifted and Black." "You can't really have a plat form or make promises when running for office, you can only tell what you'll work towards," Thomasson said. One of his main aims, Thomasson said, is to use student government as a lobby to the administration. "By being a lobby, Student Government would be more active in getting student thought before an issue is decided.
