An absentee ballot station may be provided at USC if pending
legislation is adopted by the state General Assembly.
A bill providing the "additional method of student voting by
absentee" was introduced last week following a special election
laws committee study.
The legislation is currently in the House Judiciary Committee
following successful Senate passage.
If adopted, every post high school educational institution in the
state will be allowed to establish a student absentee voting
station. The home county of the institution will designate the
school as a ballot station if requested by the school's president.
A county resident who Is a staff member of the institution will
be appointed to manage the station.
Any student registered to vote in South Carolina may apply for
an absentee ballot at the station within 20-30 days of the election.
The manager will then request the needed number of absentee
ballots. The ballots will be sent to the manager, who will issue
them to designated students.
Students will be required to return their completed ballots as
determined by voting regulations in their home county.
State Sen. Eugene N. Ziegler, one of the bill's co-sponsors, said
yesterday the legislation's purpose is twofold. Separate letters
requesting absentee ballots will be replaced by the manager's
lone request, thus aiding local election board administration.
Ziegler said a principal aim of the bill is to avail students a
campus location where they can apply for and ascertain absentee
ballots.
The Florence Democrat predicted favorable acceptance of the
bill by the House. "I'm pressuring the Judiciary Committee to
get it out," he said.
The current legislation does not provide absentee registration,
although Zeigler said the committee is studying this situation.
Precinct location complications may produce administrative
difficulty, he continued, noting such legislation may not have "as
easy a trip" as the current proposal.
