Gov. Robert E. McNair has
asked J. P. Strom, chief of the
State Law Enforcement Division
(SLED), to "beef up" campus
security in the wake of a third rape
this weekend.
McNair said that he wants to
work for campus safety and has
asked Strom to work with the
University in "taking whatever
steps are necessary to strengthen
campus security."
McNair said his request was not
to be construed as turning the case
over to SLED, but "merely an
effort" of the governor to assure
safety for all students.
In the Sunday incident, police
said a man armed with a knife
forced the screen off a window of
an unoccupied room in Sims. They
said that the man then went up
stairs where he found the victim
watching television. The coed told
the police that the man entered the
room, locked the door behind him
and raped her at knifepoint.
Police are still searching for a
man who raped a coed September
27 after he dragged her off a
Sumter St. sidewalk and into the
bushes by the War Memorial
building.

tober 27.
A fourth rape was reported
October 4. A USC coed said that
she was raped by five young men
in Valley Park.
A USC spokesman said the
University has "been taking a look
at areas of overgrown shrubbery
and cutting some back in an at
tempt to provide more protection
along walkways and near dorms."
The spokesman also said USC is
attempting to improve lighting in
darken areas, but it would cost
more than $300,000 to provide
proper lighting conditions.

patrol
planned
Plans for a student safety patrol
have been announced by President
Thomas F. Jones.
Details of the patrol are being
worked out, but Jones said in a
statement issued to The Gamecock
that the patrol was "suggested by
students and supported by Student
Government." He said it will
"shortly begin operations under
the supervision of Campus
Security."
The text of Jones' statement
follows.
Since the start of the current
school year, we have had in
vestigations of four sexually
related assault cases. Two of these
occurred on campus and the other
two occurred immediately off
campus. In. the light of these
events. to say that the entire
Carolina Community is deeply
concerned for the safety and peace
of mind of students -- particularly
women students -- is a gross, un
derstatement.
We are deeply concerned not
only for student safety on campus.
but for their safety off-campus for
this is a very serious problem in
every urban area of this country.
In recent months, we have
worked very hard to insure the
security of this campus, but
because of its location and the
number of people living or
otherwise having access to the
campus, there are complicated
problems involved. While we are
determined to improve the
security of the campus we also
must be concerned that whatever
actions are taken will not be un
duly repressive on the student
population.
All students are aware. I hope
that we have a regularly scheduled
bus service on campus which
covers Russell House, Bates
House. Columbia Hall and the SCM
Building. In addition. APO
recently started a mobile escort
service which operates each
evening until il p.m.
Now. a Student Safety Patrol.
suggested by students and sup
ported by Student Government,
will shortly begin operations under
the supervision of Campus
Security. These people will-operate
in t wo-man patrols and they will be
equipped with Wal ky-Talky radios
which will place them in constant
touch with Campus Security
Headquarters. Both the APO
operation and the Student Safety
Patrol are. I think, excellent
examples of student involvement
with the administration in a
concentrated and cooperative
efftort to solv.e a very serious
problem.
I am sure there will be other
v.ery valid suggestions from in
dividual students and student
organizations and we are prepared
to consider these suggestions v.ery
ca refullyI.
There has been and there will
continue to be excellent
cooperation between our Campus
Security and outside law en
forcement people as we all attempt
to solve these serious problems. In
addition, a number of ad
ministrative departments on
campus have received orders from
me to explore every possible way
in which we can improve security
here. New campus lighting,
proposals are being studied: trees
and other foliage around the
campus are being trimmed or even
removed to improve the security;
better ways to secure lower floors
of residence halls by the use of
mesh screening on windows or the
use of electronic devices are being
studied and will soon be Im
plemented.
Meanwhile, we do have an In
creasing number of night wat
chmen on campus. We do have an
enlarged uniformed security force.
We do have security people in
residence halls - either of the
student-manager variety or the
