of the University, "Included in the
purposes of Student Government

Jim Bradford, student body vice
president, said "Student Govern
ment is to provide training and
experience in self-government and
to provide an organizational
framework through which students
may exert pressure and influence
on the decision making processess
of the University.

ment Association (SGA) ap
parently did use their pressure and
influence,
Several important changes came
to the Carolina Community. A
Freshmen register was formulated
which helped acquaint the new
students with their class... for the
first time attendence at Senate
meetings was strictly inforced..a
registration priority system wao
formulated.. Student Government
worked out f .satisfactory ticket
distribdtlon. Last years' SGA.
President Barry Knobel became
the first student member of the
Board of Trustees (Although he
was unable to vote on issues the
students had a foot in the door.).. .a
new student body constitution was
drafted and approved by the
students.. Student Government
spoke and was heard.
IPE TO MAKE RULES
If the new Student Government
Constitution is approved by the
faculty and others, they will have
the power to make rules and
regulations governing the non
academic conduct of the student
body subject to review of the
president of the University and the
board of trustees.
In addition SGA will have the
power to make rules and
regulations in academic areas with
the consent of the faculty.
Students are already working on
curriculum reform and a teacher
evaluation program.
Student Government has been

The executive branch is headed
by Student Body President Mike
Spears, and includes the other
three SGA officers, the class of

members.

the Carolina Community and with

As Secretary for Minority Af
fairs, Oliver Washington deals
with the problems of black
students and other minority groups
on campus and in the greater
Carolina community.
Donnon Babb, press secretary, is
responsible for the public relations
efforts of SGA and channels news
to local, statewide and campus
Deb Cole Is conducting a
statewide campaign to identify and
publicize specifice companies
which are polluting South
Carolina's air and water. As
Secretary for Environmental
Affairs she will plan a Statewide
and regional conferences on en
vironment to be held at Carolina
during the coming year.

judicial system and with providing
students with free legal advice.
Secretary for Freshman Affairs,
Barney Oliver, will help new
students get involved in extra
curricular activities and
academics.
Among the programs he is
planning is a three day leadership
training program which will take
place in October. In cooperation
with National Leadership
Methods, the program is called
"The Art of Leadership on Cam
pus."
Bradford added that Oliver will
help freshmen who are interested
in the many volunteer programs
planned by Student Government.
Volunteers are used on Wed
nesday afternoons as Senate
pages. Clerks are used Wed
nesdays for the 6 Student Senate
committees, typists are used for 5
hours each week, and receptions
for up to 6 hours. Each cabinet
member uses assistants for
varying periods of times. Student
marshalls are used for special
events and poll captains are used
during registration.
"The Judicial Branch of Student
Government will consist of several
student courts. The residence area
courts have original jurisdiction in
cases arising from their area. A
supreme court, composed of
faculty and student members will
hear appeals and has limited
original jurisdiction as specified
by the constitution," Bradford
said.
He added that since the judicial
system is a new one many of the
final details have not been worked
out. Appointments for the student
supreme court will be announced
by Spears in the fall.

The role of Student Senate is to
research, review and legislate.
Through it passes all of the most
meaningful legislation that con
cerns the students on the
University of South Carolina
Campus.
Jim Bradford as Vice President
of the Student Body chairs the
Student Senate. The Senate meets
every other Wednesday to pass
legislation and help studnzts
achieve .what they need. On
alternate Wednesday's individual
committee groups meet. During
this period committee members
formulate and research
legislation.
This year there will be many
openings for Freshmen
representation in the form of
Freshmen Senators. These offices
will be up for election in early
October.
The Student Senate will start off
its years by review and con
sideration of a lenghty bill package
presented by the President of the
Student Body. Contained within his
bill package will be all of the
primary enabling acts that will be
necessary to carry on the basic
functions of SGA during the Fall
Semester.

Cards will be sold to all students
for $1.00 and are good at over 60
participating merchants in
Columbia and at over 300 mer
chants in North Carolina. South -
Carolina and Georgia.
Merchants deal with: ap%
pliances. gas, books, beauty
salons. clothing, drugs. flowers.
hardware, jewelry, music, pic
tures. recreation. food, shoes.
tires, and business machines.
Students may purchase these
cards at the Student Government
oftices.
