C. 29208 Wdnsdy, February 25, 1970 Proposed goes U Federal Building more a reality Acquisition of the Federal Building for use as an administration complex has become a greater reality this week, according to Harold Brunton, Vice President for Business Affairs. The General Services Administration, which does not have the authority to sell a building, only to enter into an exchange, has given the go-ahead on the transaction. "We have four projects which, from an academic standpoint, are of the highest priority: the Business Administration School, the Nursing School, the Library and the Law School," Brunton said. "Last week the GSA announcement made the shift of facilities feasible." Brunton also said that with the purchase of the Federal Building at $1,800,000 the administration could move into the building and be at one location rather than spread out over the campus. 'Right now, we are in the Administration Building, in Thornwell College (Administration Annex), Lieber, the Pendleton Building, which is rented and Davis College," he said. "If we could get the Federal Building, we could leave the Pendleton Building and it could become part of the State Capital Complex, and the Administration Building could become a research center or a graduate study center or an institute. "We would probably keep offices in Davis, because Davis is the overflow for everything on campus. Everytime we have a problem of where to put something, we stick in in Davis," Brunton said. 'The transaction would be better for the government because they could put the offices closer to their ac tivities on North Main Street. Right now it's bounded by the University on one side and the state capital expansion on the other," he stated. "It would be better for us because we have the Horseshoe and the Education School -nearby." Jim Leppard when the body will discuss for the first time the newly revised Student Body Constitution. Leppard said the filibuster would concern mainly the election of Student Body Treasurer and Secretary. Sen. Leppard and Sen. Wayne Hembree claimed Sen. Brian Rines is attempting to force unity in the Student Senate concerning constitutional revision. Temporary Acting Chairman of the Constitutional Convention Committee Jim Bradford, tried to rule himself eligible to vote on Jim Leppard's amendment to have the positions of Student Government Treasurer and Secretary elective but was voted down. He and Rines are opposed to the elective process in the new con stitution. Leppard remarked,"I will plan to filibuster to the end if the offices of Treasurer and Secretary are not made elective." Leppard further stated, "I resolve to keep the student government an elective body and not an appointed bureaucracy. I would like to establish a student government close to the students and not held by a few people in high position." Leppard appealed to the students to take it upon themselves to make their voice heard and keep student government elective. rittee 7. The Celerkio ofth Student itutic 11scul Has man By DON BABB Staff Writer The Constitutional Convention Committee met last night and completed ratification on seven of the eight articles in the proposed new Student Body Constitution. The seven articles will go before the Student Senate Wednesday for discussion and consideration. One of the most dramitic changes in the new Constitution comes under Article II which in directly gives the President of the Student Body the right to appoint a Treasurer and Secretary. Under the present Constitution the two officers are elected. Article III of the new Con stitution provides a more elaborate system for the impeachment of appointed and elected officers than does the present Constitution. The new Constitution specifically outlines procedure to be followed in impeachment proceedings. Any officer charged with misconduct or neglect of office is to be tried by the Student Senate with the Chief Justice of the Supreme Court residing. A quorum of 75 per cent of the total Senate mem bership is required in all im peachment proceedings and a majority vote of two thirds is required to convict an accused official. However, the Senate verdict in all impeachment trials is final. Article IV of the new Con stitution was tabled after a lengthy debate. The Article deals with the judicial powers of the Student Government. The Article provided that all the judicial power be vested in a Supreme Court., Student Appellate Courts, Student District Courts, Special Courts and Honor Courts. 7stitul Senators shall be done ac cording to statute. Article V of the new Constitution concerns elections and qualifications for office. Under the article, only two offices, President and Vice President, are designated as major elective offices. The President is required to be at least of junior standing at the time of inauguration, and the Vice President is required to be at least of junior standing. Article VI provides ways to ammend the new Constitution while Article VII gives Student Government a completely new power---the power to dissolve it self. Dissolution of Student Government may be brought about through a petition signed by not less than 10 per cent of the Student Body. Also, the Senate may initiate dissolutionment by a majority two thirds vote. Dissolutionment takes effect when ratified by a two-thirds majority of the students voting in a campus-wide election. A student Bill of Rights, which was proposed as an addition to the Constitution, was tabled along with the Judicial Article after brief debate. Wednesday's Senate session is expected to be long and marked by hot debate, according to two members of the Constitutional Committee. Senators Leppard and Hembree left the Committee meeting after the discussion concerning the appointment of the Student Treasurer and Secretary.
