Jazz Group
To Perform
Straight from the city where
jazz was born, Sammy Penn's
Preservation Hall All-Stars will
bring the authentic sound of New
Orleans jazz to Columbia Dec. 11
in a concert featuring clarinetest
George Lewis.
Only 300 tickets will be sold for
the concert, the fourth in a series
sponsored by the Columbia Jazz
Club. It will begin at 3:30 p.m. in
the Town Theatre.
This will be the first time the
group has played in South Caro
lina. Organized by drummer
Sammy Penn, the group includes
musicians who stayed in New
Orleans and preserved the original
jazz styles while other jazz groups
went to Chicago and New York to
become internationally known mu
sicians.
Tickets are on sale at the Capi
tol News Stand and Taylor Street
Pharmacy.

cal Science, is the author of "Re
vitalizing S t a t e Legislatures"
which appears in the November
issue of "Governmental Review," a
publication of the USC Bureau of
Governmental Research and Serv
ice.
In the article Dr. Palmer sug
gest:, that the time has come for
a new evaluation of the needs of
the General Assembly, using as a
guide developments in other states.
The most recent review in South
Carolina was conducted 17 years
ago by a committee of legislators
and resulted in establishment of
the Legislative Council, changes in
some procedures, and reduction of
the number of standing commit
tees in the House of Representa
tives.
lie suggests that the legislative
committee look into the procedures
and practices of the General As
sembly and to explore the need for
an additional staff for the Legisla
tive Committee, more office space
for committees and individual
legislatures, reduction of the num
ber of standing committees in the
Senate, a legislative internship
program, and use of computers to
maintain daily records.
Reasons for the new interest in
legislative practices of states are
reapportionment and growing con
cern over changes in the states'
participation in the federal system
