Studei To Be EDITOR'S NOTE: The follow ing are three anendments to the University of South Carolina Stu dent Body Constitution which will be included on the ballot in the general election on April 5. STUDENT UNION We, the members of the Uni versity of South Carolina Student Union do hereby establish this constitution in order that our purpose, to improve the coordina tion of programs which serve the cultural, educational, recreational, and social interests of the Uni versity of South Carolina Student Body, may be realized to its fullest extent. ARTICLE I - Name The name of the organization shall be the University of South Carolina Student Union. ARTICLE 1I - Purpoe The union is part of the educa tional program of the college. As the center of college community life, it serves as a laboratory for citizenship, training students in so-ial responsibility and for lead ership in our democracy. Through its various hoards and committees, it provides a cultural, social, and recreational program, aiming to make free time activity a co operative factor with study in education. In all its processes, it encourages self-directed activity, giving maximum opportunity for self-realization and for growth in individual social competency and group effectiveness. Its goal is the development of persons as well as intellects. The union serves as a unifying force in the life of the college, cultivating !nduring regard for and loyalty to the college. ARTICLE III - Membership Section 1: Members Every student officially enrolled on the Columbia campus of the University of South Carolina be comes a member of the University of South Carolina Student Union upon payment of student activity fees, for the period which said fees cover. Section 2: A.sociate Members All trustees, members of the faculty, officers of the University, staff and Educational Foundation members are associate members of the Student Union. ARTICLE IV - Government The Government of the Uni versity of South Carolina Student Union shall be vested in a Board of G;overnors and an Executive Board subject to the regulations of the appropriate officials of the University. Term of office 1. The term of office of the student members shall be the same as for regular Student Body officers. 2. The term of office of the faculty and alumni mem bers shall be for one academic year. C. Powers and duties 1. The Board of Governors shall act in an advisory capacity providing gen eral policy guidance for the Student Union pro gram. 2. The Board of Governors shall approve the Student Union budget and gen erally supervise the ex penditures of the Student Union in accordance with the p r o p e r University Regulations. 3. The Board of Governors shall a p p r ov e the ap pointments and dismissals of all Executive B o a r d members and committee members. 4. The Board of Governors shall approve any amend ments to the University of South Carolina Stu dent Union Constitution. 5. The Board of Governors shall have the power to impeach the President of the Student U n i o n. In t h e s e proceedings, the President of S t u d e n t Government will preside. D. Meetings The Board of Governors shall meet once a in o n t h and at special meetings called by the Chairman or by five (5) of the members of the Board of Gov ernors. E. Quorum Sixty per cent (60'l) of the total membership of the Board of Governors shall constitute a quorum for the transaction of business. F. Voting 1. Each member of the Board of Governors shall have one (1) vote. 2. A vote of two-th i r .i. (2/3) of the m e m b e r s present at a meet ing in which there is a quorum shall constitute the action of the Board. G. The candidate must meet the General Qualifications listed in ARTICLE VI, Section 5. Section 5: Generl Qualfications A. All candidates for offices re quiring certain class stand ing must have earned, prior to the time of their election or appointment, the follow ing number of semester hours credit: Senior standing 75 hours Junior standing 45 hours Sophomore standing 15 hours These requirements shall be certified by the Office of Admissions and Registration. C. No student shall hold more than one major office con currently. D. No student shall be a candi date for office who is on academic, honor, or discipli nary probation. Section 4: Treasu-er The duties of the Treasurer shall be: to suLmit a financial re port at least once a month; to publish a complete financial re port at the end of each semester and, in conjunction with the Presi dent, a budget for the year; and to keep complete financial records of the Union (in addition to records kept by director of Rus sell House) ; to preside at Execu tive Board meetings in the ab sence of the President and Vice President. Section 5: Standing Committee Chairmen The duties of Standing Com mittee Chairmen shall be: to pre side at meetings of his committee; to be responsible for insuring that all the duties of his committees are carried out; to submit writ ten reports of his committee's activities; and to insure that all policies of his committee are ap proved by the Executive Board. ARTICLE VIII - Varanries Section 1: I'rident A. The Vice President will temporarily a s s u ni e the office of President should it become vacant. Within ten (10) days there will be a meeting of the Board of Governors called and pre sided over by the lresident of Student Body. At this meeting, the Board of Gov ernors will review the quali fications of the Vice 'resi dent and d e t e r m i n e if he meets the qualifications of the President. If he meets the qualifications and is able to accept the office, he will assume the office upon ap proval of a majority of the membership. Any qualifica tions not met may be waiv cred by a unanimous vote of the Board of Governors. B. If the Vice President cannot assume the office as speci fied in A, the Board of Gov ernors will call a special election to be held within twenty-one (21) days of this meeting to elect a new P'resi dlent, according to regular election procedure in A RTI CLE VI, Section 1.
