Carolina Student
President Mike Quinn called the regular meeting of Stu
dent Council to order. The roll was called and the minutes E
of the previous meeting were read and approved.
COMMITTEE REPORTS
Artists Series Committee: The next program of the Art
ists Series will be presented March 21, reported John Chap
pell, chairman. Carlos Montoya, famous flamenco guitarist
will perform. Admission will be free for Carolina Students,
$1 for faculty, and $2 for general public. j
Elections Committee: Jack Wilson, chairman of the Elec
tions Committee, gave the following results of the special
election to fill Student Council vacancies: Joe Mathis
School of Engineering; David Cobb, Kitty Grimball, and
Beth Stuckey-School of Education.
Housing Committee: Sam Freed, chairman of the HIous
ing Committee, presented the following recommendations:
1. That Student Council suggest immediate action in
regard to improvements of lighting on fraternity row
by installation of overhead fixtures, either incandes
cent or fluorescent. to alleviate the problem that now t
exists.
2. That Student Council strongly recommend to the ap
propriate authorities that action be taken on the part
of housing and maintenance to modernize the tene
ments on campus through painting and installation v
of new plumbing facilities where the need exists as
cited in the accompanying report.
:. That a method be established by which those stu
dents desiring additional telephones in living areas
can register this need with housing, and when the
need becomes sufficient in any given living area,
this need be reported to the telephone company. When
it is financially expedient for the telephone company
to (o so, the desired telephones will be installed.
4. That measures be taken by Housing to increase the
candle power in all dormitories on campus.
5. That rooms be cleaned more often and that tho ad
ministration take into consideration ways to make
the work force more efficient.
6. That this committee become a permanent committee
with appointments every year in order to keep pace
with housing developments.
OLD BUSINESS
Alex Sanders moved that the following sentence be added
to Article V of the, proposed Constitution:
No amendment shall become effective until approved by -
the faculty and the Board of Trustees.
The motion was seconded and passed.
NEW BUSINESS
President Quinn announced that the Constitution will be
presented to the faculty on the first Wednesday in April.
The faculty will then vote on it the first Wednesday in May.

at 5 p.m. in Room 204, Russell House. b
The Absences Committee will meet Thursday, March 9
at 5 p.m.
The President appointed the following as sub-chairmen
for the Speakers' Bureau: Bland Roper, Charles Behling,
John Chappell, Sam Freed, Bill Singleton, and Mike Sheheen.
Bill Able presented the following resolution which was
unanimously passed by Council.
