Article I Section 1. M ip of the student body within the scope this constitution shaR be interpreted as all students enrolled in any current sessiona Article U Ofoses Section 1. The officers of the student body shall be as follows: President, Vice President, Secretary and Treasurer. The President shall be elected frem the rising Ssenior academic classt the Vice-Presidnt from the rising senier law class; the Secre tary and Treasurer from the rising junior 1 or senior elas. ? Section 2. No person shall be eligible for nominatlo nto the office of t of the Student Body, unless he has main tained a 4.000 over-all grade point ratio and have completed not less than 75 credit hours. Section 0. No person shall be eligible for nomination to any office of St t 1 Body class, or member of Student Council, unless he has maintained an over-all grade point ration of at least 5.000 at the univer sity excepting freshman class elections in the fal. Section 4. Any elective officer may be removed for cause from office by a two thirds vote of the students present at the student body meeting providing five hun dred (500) members of the student body are present, and p ed such officers shall be given ten 0) days written notice with specifications of the charges and an opportunity to make a defense. Article I Duties Section 1. (a) The president shall call meetings of the student body whenever necessary. ie shall preside over all meet ingo of the student body. He shall have power to appoint members of the student council committees, subject to confirma tion of two-thirds of the members of stu dent council. (b) The president shall be e:-officio president of the student council, shall pre side at its meetings, and shall be entitled to a vote in the proceedings only in case of tie vote in that body. (c) The president may cal special meet ings of the student council and shall call such meetings at the written request of the majority of the members of the student council. (d) The president shall discharga all other duties incidental or pertaining to his office. Section 2. It shall be the duty of the vice-president of the student body to assist the president in the discharge of his du ties and to assume the duties of the presi dent in the absence of that officer. Section 3. The duties of the secretary shall be as follows: (1) To take and preserve legible minutes of all student body and student council meetings in a permanent record book pro vided for that purpose. (2) To serve notice of called meetings to members of the student council and pro vide for ample publicity for student body meetings. (3) To be responsible for al correspoo, dence of the student body and student council. Section 4. The duties of the treasurer shall be as follows: (1) To collect, disburse, under proper authority, and account for all funds under control of the student council. (2) To serve as treasurer of the student council and to dischargo all other duties incidental and pertaining to his office. Organization Section 1. The governing power of this organization shall be vested In the student council. Section 2. The officers of the student council shall he the ident, vice-presi dent, secretary, and thetreasurer of the student body. Other members shall be elected representatives chosen by the reg ularly enrolled students in Arts and Science, Law, Journalism Engineering, Business Ad ministration, Education, Graduate School and Phannact. These representatives shall he elected on the following basis: For stu dent enrollment up to three thousand (3,000). there shall be one elected repre sentative per one hundred (100) students enrolled therein. For enrollment of three thousand (3,000) or above, there shall be one elected representative per one hundred and fifty (18 students enrolled therein. In either system of apportionment used, an addit:onal representative shall be given to each school for every malor fractional part of the enrollment. The figures used for each student body election shall be the official enrollment from the Registrar's Of(ice for the term In which the election occurs. Section 3. Each class shall have the fol lowing officers: President, Vice-President, Secretary-Treasurer, and Historian, with the usual duties appertaining to those of f Ices. The Senior Caass President shall be1 chairman of a committee to take charge of Freshman Orientation. The Sophomore Class President shall take charge of Fresh-l man Elections. Section 4. No student, while enrolled at the University shall he allowed to hold more than one of the following offices simultaneously: President, Vice-President, Secretary, and Treasurer of the Student Body, and President of the Junior and Senior classes; nor shall any student hold any of the above offices while serving in q' any of the following capacities: Editor and Business Manager of the GAMECOCK, Edi tor and Business Manager of the Garnet and Black, and President of Inter-Frater nity Council. Artice V Student Council Section 1. The student concil shall have power to act for the student body. The student assembly, by a two-thirds vote, maay rescind any action of the student council provided at least one-half the members of the student body are present. Section 2. The student council shall meet on or before the second Tuesday In October and thereafter at least once a * month at s date fixed by the student coun cil. Special meetings shall he held at the eall of the President. The members of the student oounci shall be elected for an ensuing acadenio yer. All vacancies in student counoil and other elective offices which occur during the fall semester shall be filled b special ection within one month after vacanc occurs. Any vacany which oc. emrs during the the g semester need not be filled until the time designated for annual springelections. Any vacancy which oecurs on student council during the pring semester may be filled by the presi. lent of the student body, with the advice and consent of the rupresentatives from the Ichool in which the vacancy occurs; o with the advice and conset of the remain. Ing class officers should the vacancy occur in a dam, preference should be given to the next ranking class officer. The president shall have the power to appoint an acting secretary or treasurer if the vacancy occurs In either of these two positions. The student council shall uaake announcements in the CAMECOCX of all its actions which affect the student body. Section 8. The student council shall have the power to ad d e the qualifications and regulat the election of the "Outstand. Ing Seniors." Article VI Section 1. AD powers herein enumerated shall be vested in the student council. Section 2. The student council shall be the standing executive committee of the student body. It shall have the power to name committees for the investigation of any matter properly within the power of the student council and for the adminis trto o ny~. project sponsored by the stut ounc shall f have the power to elect members of joint student. Faculty committees not otherwise hereic Provided for. Section 3. The president shall have the power to appoint all necessary committees subject to approval by student council. These coSmmttees may be composed of student council members and/or any stu. dents who might be advantageous to thels successful function. Article VII The Honor Principle Section 1. The Honor Council, undes such authority as the Board of Trustees and faculty may grant has sole and com plete iurisdiction on aZ1 matters of Honor, Section 2. All authority and jurisdictio, for action in such matters derives from the Board of Trustees and faculty only. Article VIII Student Assembly Powers Section 1. Any one hundred (100) mem bers of the student body, upon signing a petition to the student council, or two. thirds of the members of the student coun cil, shall have the right to call a meeting of the student body. - Article IX Nominations Section 1. A student body meeting shall be held at least one week prior to the first day of election for the purpose of nomi nating candidates for the following offices: AU student body offices and cheerleaders, and the disciplinary committee representa tives. To be eligible for nomination to the office of president of the student body, a candidate must be at least a senior in academic standing at the commencement of the fall semester of his term of office; but In order to be eligible such a person must not be scheduled to graduate before the end of the spring term of the academk year in which he shall serve. Two mem ben of the disciplinary committee (one male, one female) shall be elected from the rising senior class. No person shall hold this office while he is President of IFC, President of Pan-Hellenic, President_ o YMCA or YWCA, Editor or Business Man ager of GAMECOCK or GARNET ANIE BLACK, or member of the Honor Council. Nominations of student body officers nmay also be made by petition signed by one bundred (100) members of the student body. Each class president shall on or be Fore the same day, hold a meeting of his respective class for the purpose of nomi eating candidates for class officers. Nomi nations for class officers can also be made by petition signed by twenty-five (25) mem bers of the class. All nominations of stu dent body and class officers except that For May Queen shall he in the hands oi the president of the student body by 12:001 noon of the Thursday immediately pre ceding the first day of election. Section 9. There shall be an annual beauty pageant of junior and senior co-eds, wrho should have completed at least three 3) semesters, for the purpose of selecting candidates for May Queen. No one othes than those selected at the pgeant shall he eligible for election to thi office. The ageant shall be under supervision of Ka pps Bigma Kappa fraternity unless the student council, by a two-thirds vote, deems It advisable to delegate this authority to some other organixation. There shall be an ac counting of funds collected and disbursed to the Finance Comnmittee of the student body. Article X Elections Section 1. All elections shall be con lucted under the supervision and control of the student council, and all elections shall be conducted by secret ballot. The student council shall have final jurisdlic tion in all contested elections and shall laave power to call special elections, sub. cl to the provisions contained in this onstlention. Freshman academic eleetions shall be conducted under the supervision of the student council within the firt two months of the first semester. At least two (2) weeks notice of such election shall be given. Section 4. There shall be elected froen the Student Body eight cheerleaders, con sisting of fossr (4) men sad four (4) women. All candidates will try out before the Committee on cheerleaders three (8) weeks before the time for spring elections. This committee will nominate twelve (12) men and twelve (12) women who in their judgment are the most qualified. The final election will he held by the student bod In the spring election. The committee shall include the President of the Student Body, President of the Pep Club, Head Cbeer leader, Director of Athletics, President of Block C, President of Women's Athletic Association, and a senior cheerleader. The head cheerleader willbe the male cheerleader who receives the highest num ber of yotes in the election. Elected cheer leaders'will serve for one academie year. Section 5. To be ~ elected, a candidate must receive a majority of the votes cast. In case no candidate shall receive a ma jority, a special election shall be held at a date set by the student council, as pro vided for in Section 1 of this Article. The two candidates receiving the highest num ber of votes In the first election shall be candidates for such office or offices in the runoff election. Section 0. Members of the student coun cil shall serve as managers of the polls and tellers of the ballots. All ballots shall be kept in the custody of an Honor Board re sentative for a period of five days following the date of election. They shall then be turned over to the president of the student body and a member of the Honor Council who shall immediately destroy them. In case an election is contested, no tice must be filed with the student council within four (4) days after the date of elec tion. The student council shall then take charge of the ballots and shall investigate the charges of the persons contesting the election. The council shall order a new election if it deems wise, and the results of the new election shall be considered final. Section 7. A member of the Honor Board shall be on hand as an observer at all times during all elections and in the count ing of ballots. Section 8. The terms of office of suc cessful candidates for the offices of the University of South Carolina shall begin not later than the third Wednesday imme diately following the first Wednesday of election week. Article XI Amendments Section 1. Proposed amendments to this constitution and by-laws shall be submitted in writing at a student council meeting and shall be read three times, no reading within an interval of two (2) days from the preceding reading. It shall require a majority vote of those present to pass the first and second reading. It shall then be subject to ratification by either of the following means to be decided by the council: A two-thirds vote of those present, provided that at least four hundred (400) members of the student body are in meet ing assembled; or two-thirds majority ci a total vote cast in a special election, pro vidod that at least four hundred (400) ballots are cast. Section 2. All proposed amendments to this constitution and by-laws shall be posted on the University bulletin board and pub lished in the GAMECOCK at least one week prior to the day for ratification by either method. Section 3. This constitution and by-laws shall be incorporated in a permanent record hook of the secretary of the student body and shall be permanently preserved in the office of the Dean of the College of Arts and Science, Dean of Men, and the Direc tor of Veterans. It shall be the duty of the secretary of the student body to keep those copies up to date with respect to amend ments. Article XII BY-LAWS Section 1. Rules contained in Robert's Rules of Order shall govem the student body meetings in all cases to which they are applicable and in which they are not inconsistent with this constitution and by laws. Section 2. Business may be transacted by a two-thirds majority of those present in a student body meeting, provided that at least one hundred (100) members of the student body are present. Section 3. ThIs constitution shall be properly published at the beginning of each school year, and publication of pertinent sections concerned with election of candi dates shall he published during the firsi month of the second semester in the CAME. COCK. Section 4. This constitution shall go into effect at ensuing elections upon proper ratification.
