CONSTITUTION OF THE UNI VERSITY OF SOUTH CARO LINA STUDENT BODY A. AMENDED We, the students of the Univer sity of South Carolina, do hereb3 ordain and establish this consti tution of the student of the Uni, versity of South Carolina. Article I Section 1. Membership of th4 student body within the scope oj this constitution shall be inter, preted as all students enrolled ir any current session. Article II Officers Section 1. The officers of thi student body shall be as follows: president, vice-president, secretary and treasurer. The president shal be elected from the rising senioi academic class; the vice-presideni shall be elected from the rising senior law class; the secretary anc treasurer from the rising junioi class. Section 2. Article III Duties Section 1. (a) The president shall call meetings of the student body whenever necessary. He shall preside over all meetings of the student body. He shall have power to appoint members of the student council committees, subject to con firmation of two-thirds of the members of student council. (b) The president shall be ex officio president of the student council, shall preside at its meet ings, and shall be entitled to a vote in the proceedings only in case of a tie vote in that body. (c) The president shall call special meetings of the student council and shall call such meet ings at the written request of the majority of the members of the student council. (d) The president shall dis charge all other duties incidental or pertaining to his office. Section 2. It shall be the duty of the vice-president of the stu dent body to assist the president in the discharge of his duties and to assume the duties of the presi dent in the absence of that officer. Section 3. The duties of the sec retary shall be as follows: (1) To take and preserve leg ible minutes of all student body and student council meetings in a permanent record book provided for that purpose. (2) To serve notice of called meetings to members of the student council and provide for ample pub licity for student body meetings. (3) To be responsible for all correspondence of the student body and student council. Section 4. The duties of the treasurer shall be as follows: (1) To collect, disburse, under proper authority, and account for all funds under control of the stu dent council. The governing powtr of this organization shall be vested in the student council. Section 2. The officers of the student council shall be the presi dent, vice-president, secretary, and treasurer of the student body. Other members shall be elected rep resentatives chosen by the regular ly enrolled students in each of the schools and colleges of the univer sity and the presidents of the four academic classes. These represen tatives shall be elected to the fol lowing bases: For student body*en rollment up to three thousand (8000), there shall be one elected representative per one hundred (100) students therein. For enroll ment of three thousand (8000) and above, there shall be one elected representative per one hundred and fifty (150) students enrolled therein. 'Every school shall have at least one member of student council regardless of the number of students enrolled therein. In either system of apportionment used, an additional representative shall be given to each school for every major fractional part of the enrollment. The figures used for each student body election shall be the official enrollment from the Registrar's office for the term in which the election occurs. Section 3. Each class shall have the following officers: president, vice-president, secretary-treasurer and historian with the usual duties appertaining to these offices. Section 4. No student, while en rolled at the university shall be allowed to hold more than one of the following offices simultaneous ly: president, vice-president, secre tary and treasurer of the student body, and president of the junior and senior classes; nor shall any student hold any of the above of fices while serving in any of the following capacities: editor and business manager of the Garnet and Black and editor and business manager of The Gamecock. Article V Student Council Section 1. The student council shall have power to act for the stu dent body. The student assembly, by a two-thirds vote, may rescind any action of the student council, provided at least one-third of the members of the student body are nratAnt. Section 2. The student council shall meet on or before the second Tuesday in October and thereafter at least once a month at a date fixed by the student council. The council shall have the power to determine Its rules of procedure. It shall take no action unless a quorum, two-thirds of its member ship not counting the president, is present. Section 8. Absence without ex cuse from two (2) regular meet ings of the student council shall constitute an automatic resignation of the member so absent from that body. Validity of excuse shall be determined by the remaining mem bers of the student council. Any member so expelled shall not be eligible for re-election. Section 4. The members of the student council shall be elected for an ensuing academic year. All va cancies in the student council and other elective offices shall be fill ed by a special election within one month after the vacancy occurs, and by the general rules herein set forth for a general student elec tion. Section 5. The student council shall make announcements in The Gamecock of all its actions which affect the student body. Article VI Powers and Duties of the Student Council Section 1. All powers herein enumerated shall be vested in the student council. Section 2. The student council shall be the standing executive committee of the student body. It shall have the power to name com mittees for the investigation of any matter properly within the power of the student council and for the administration of any project spon sored by the student council. It shall further have the power to elect members of joint student faculty committees not otherwise herein provided for. Section 3. The regulations gov erning social events shall be ad ministered by a committee of social affairs. This committee shall con sist of five (5) members, not more than two (2) from any school, and not more than three (8) from eith er sex. The duties of this commit tee shall be to plan and execute campus-wide social affairs and similar events. Section 4. There- shall be estab lished by the student council a com mittee on Student-Faculty Rela tions. This committee is to be com posed of the president of the uni versity, dean of women, dean of men, dean of arts and sciences, secretary of the YMCA, president of the student body, one (1) stu dent from each of the schools rep resented on the student council and two (2) faculty representatives E HOUSE IE-COOKED MEALS .M. thru Sat. There shall be a fi nance committee whose duty shall be to allocate such portion of the student activities fee as is to be apportioned. This committee shall be composed of seven (7) students and the director of student activi ties. Student organi;zations receiv ing allocations must present ade quate budgets, keep orderly books and submit accounts for a semi annual audit. Section 6. There shall be an In tramural Committee whose duty it shall be to work with the Athletic Department in organizing and sup ervising intramural sports. This committee shall be composed of five (5) students, notC more than three (3) of which shall be of the same sex. Section 7. There shall be an athletic advisory committee to meet with standing faculty com mittee on athletics and any other groups which determine policy on student athletic events; This com mittee shall be composed of five (5) students. Article ViI The Honor Principle Section 1. The Honor Council, under such authority as granted by the Board of Trustees and Fac ulty, has sole and complete juris diction on all matters of honor. Section 2. All authority and jurisdiction for action in such mat ters derives from the Board of Trustees and faculty only. The Honor Council shall have the pow er to determine its own rules and procedure. Article VIII Student Assembly Powers Section 1. Any one hundred .(100) meibers of the student body, upon signing a petition to the student council, or two-thirds of the members of student council, shall have the right to call a meet ing of the student body. Article IX Nominations Section 1. A student body meet ing shall be held on or before the Tuesday immediately preceding the fi-rat ed-au-------------n f r the pur-I pose of nominating the candidates for the following offices: all stu dent body officers and cheerlead ers. Nominlations of student body officers may also be made by peti tion signed by one hundred (100) members of the student body. Each class president shall, on or before the same day, hold a meeting of his respective class for the pur pose of nominating class officers and nominations for class officers may also be made by petition sign ed by twenty-five (25) members of the class. All nominations of stu dent body and class officers except that for May Queen shall be in the hands of the president of the student body by twelve o'clock noon of the Thursday immediately preceding the day of election. Section 2. A meeting of the students of each school shall be held on or before the Wednesday immediately preceding the day of election for the purpose of nomi nating the student council mem bers of each sdhool. Nominations may be also made by petition sign ed by 4 per cent or not less than 15 members of the school. Section 3. There shall be an an nual beauty pageant of junior and senior coeds, who should have com pleted at least three (8) semesters for the purpose of selecting candi dates for May Queen. No one other than those selected at the pageant shall be eligib'e for election to this office. There shall be an account ing of funds collected and dis bursed to the Finance committee of the student body. Article X Elections Section 1. All elections, shall be conducted under the supervision and control of the student council, and all elections shall be conducted by secret ballot. The student coun cil shall have final jurisdiction in all contested elections and shall have power to call special elections, subject to the provisions contained in this constitption. Section 2. The election shall be gin the first Monday in April un less changed by a two-thirds vote of the student council in the event. that holidays interfere. Public no tice shall be given four (4) weeks prior to the date set for election. Section 3. Elections shall be held in the following order: First week: May Queen, student body officers, cheerleaders and student council members from the respec tive schools. Second week: class officers and any other elections called for under constitutions of publications or other activities, and/or necessary runoffs for these respective offices. Section 4. Freshmen academic elections shall be conducted under the supervision of the student council within the first two months of the first semester. At least four (4) weeks notice of suc}' election shall be given. Section 5. There shad be elected from the student body eight (8) cheerleaders, consisting of four (4) men and four (4) women. A head cheerleader shall be elected by this group from its members. Tryouts will be required for all candidates, and will be conducted one week before the general cam pus elections in the spring of each year. To be elected, a can. didate must receive a majority of the votes cast. In case no candi date shall receive a majority a special election shall be held at a date set by the student council, as provided for in section, 1 of this Article. The two candidates receiving the highest number of votes in the first election shall be candidates for such office or of fices in the runoff election. Section 7. The type of ballot used shall be a numbered stub and an unnumbered ticket. Members of the str.dent council shall serve as managers of the polls and tell ers of the ballots. All ballots shall be kept in the college vault for a period of five days following the date of election. They shall then be turned over to the president of the student body and a member of the Honor Board who shall imme diately destroy them. In case an election is contested, notice must be filed with the student council within four (4) days after the date of the election. The student council shall then take charge of the ballots and shall investigate the charges of the persons contest ing the election.
