Revise CONSTITUTION ,Oj TJIp UNIC = aTV QF ?OTII CAROLINA STUDENT BODY We, the students of the University of South Carolina, realizing the many advantages of - self-govern 2nent, do hereby ordain and e?tab lish this constitution for the reg ular discharge of student problems. ARTICLE I @ection 1. The namd of this or ganization shall be the Student t.overnment of the University of South Carolina. Section 2. All regular matricu lates of and candidates for degrees it the University of South Caro lina shall be considered members 9 of the sjudent body. ARTICLE II Officers Section 1. The officers of the stu dent body shall be as follows: Pres ident, first vice-president, second Vice-presidedt, and secretary-( reas wrer. The president shall be elected from the rising senior academic class, the first vice-president from the rising senior law class, the second vice-president from' the fe inale students in the rising senior academic class, and the secretary treasurer from the rising junior academic class. ARTICLE I lluties Section 1. Th> president shall call neetings of the student body at such times as he may deem neces spry. Also, any ten (10) members of the student body, upon signing a petition to the student council. shall have the right to call such a neeting. The president shall he ex officio president of the student council, shall preside at its meet ings, and shall be entitled to a vote in the proceedings in case of a tie vote in that body. The president nay call special meetings of the student council, and shall call such meelings at the written request of a majority of the members of the student council. The president shall discharge all rther duties in cidental or pertaining to his office. Section 2. It shall be the duty of the first vice-president of the stu clent body to assist the president in the discharge of hi duties and to assume the duties of the presi dent In the absence of that officer. lie shall serve as ex officio first vice-president of the student coun cil and shall discharge all other duties incidental or pertaining to his office. Section 3. It shall be the duty of the second vice-president of the student body to assist the first vice-president in the discharge of his duties and to assume the duties of the frist vice-president in the absence of that officer. lie shall serve as ex officio second vice-pres Ident of the student body council and shall discharge all other duties inc'idental and p)ertaining to that office. Section 4 The duties of the see retary-treasurer shall be as fol lows: 1)l To take and preserve' legible minutes of alt studlent body meet ings in a permanent record book provided for thait purpose. (2) To serve notice of called pieetings to.members of the stu dent council and provide for suf ficient publicity of student body nmeetings. (3) To be responsible for all cor respondence of the student body and student council. (4) To supervise, and in a writ ten report account for, all funds linder control of the student coun cii. . (5) To serve as ex officio secre tary-treasurer of the stud(enk coun cii andl to discharge all ot her dit ies incidental and pertaining to his office. ARTICL.E IV Organization Section 1. The governing power of this organiz'ation shall he vest ed in the st udent council. SectIon 2. The student council shall consist of fifteen (15) menm hers of the student body, of whom the president of the student body shall be ex officio president, the first vice-p)resident shall he ex of ficio v'ice-president, the second vice president shall be ex officio second vitce-president, and the secretary treasurer of the student body shall be ex officio secretary-treasurer. Trhe rem.inder shtall bie constituted as follows: President of the Law F'ederation, Chairman of the llonor Council, President of the Co-ed As sociation, Presidents of the four academic classes, and one repre sentative from each o( the fotur literary societies. Sectlon 3. Ettch class shall have the following officers: president, vice-president, secretary-treasurer, and historian. Section 4. No student, while en i-olled at the Uiniversity shall be allowed to hold more than one of the fotiowing offices simultaneous ly: president, first vice-president, second vice-ptresident and secre tary-treasurer of the student body, SConsti and president of the junior and se nior classes; nor shall any student hold any of the above offices while serving in any of the following capacities: editor and business manager of the Varnet an4 Re4, editor and business manager of the Gamecock, and editor of the Carolina Review. ARTICLE V' Stuqent Cowicll Section 1. All powers herein enumerated shall be vested in the student council. Section 2. The new student coun cil shall meet the first Tuesday in May. The student council shall meet on or before the second Tues day in October and thereafter at least once a month at a date fixed by the student council. Special meetings shall be held at the call of the president. For each meet ing of the student council there shall be personal notification to all members at least twenty-four hours preceding' such me6ting. The coun cil shall have the power to deter mine its rules of procedure except that It shall take no action unless a majority of its membership is present exclusive of the president of the student body. Section 3. The members of thei student council shall be elected for a regular academic year. All vacan cies in the student council and other elective offices shall be filled by a special election not later than one month after the vacancy oc curs, and by the general rules as i herein set forth for a general stu dent election. Election of minor class offices so vacated shall be called at the discretion of a class president. In case of ithe withdraw al from school of a class president, the vice-president shall be elevated. Section 4 All action of the stu (lent coincil shall be considered action of the student hody and shall be binding upon the student body subject to Article Vll See tion 1. Section 5. The student council shall make announcements in the (am1cock of ali its actions wNchI affect the student body. Section 6. Absence without ex cuse from two (2) regular meet ings of the student council shall onstitute all altomat ic resigna tion of the member so 1bsent froml that body. Validity of excuse shall be determined by the remaining members of the student counil. Any member so expelled shall not be eligible for re-election. ARTICLE VI Powerm and Duties of the Student Council Section 1. The student council shall he considered the standing executive committi-e of the student body. It shall have the power to appoint temporary committees for the investigation of any matter propel.y within the power of the student (cu neil and for the admin ist rat ion of any project splonsored by3 the student couheil. ARTICI.E Vii The Honor Principle Section I. The student member's of the lionor Council shall be elect ed by and from the Honor Board. tutionI The Honor Board shall elect thrce faculty members of the Honor Council. Section 4. The Honor Board shall consist of the following members: 1. Four rpale and two female rep resent4tives from the senior class. 2. Four male and two female representatives from the junior class. 3. One male and one female rep resentative from the sophomore class. 4. Three faculty members of the Honor Council who shall act as advisers only. Section 5. Members of the Honor Board shall serve from the time of election through their senior year in academic schopi. Vacancies on the Honor Council shall he filled by and frot the Honor Board. Section 6. Election of members Df the Honor Board to the Hlonor Council shall be as follows: 1. In April of each academic year the Honor Board shall meet for the purpose of electing the Honor Council for the following year. The Honor Council shall consist of three male seniors and one female senior and one junior and one female ju nior. 2. The lionor Board shall then elect new members to the Honor Board from the respeclive classes that they are to represent. 3. The 11onor Council shall elect from its iiumber a chairman and a secre lar.\. The chairman of the llonor Council shall preside over aU meet ings of the Honor Council and of the Honor Board. ARTICI.E VIll Student Assenble Powers Section 1. The siudent assemble. by a two-thirds vot#, may rescind any action of the student council. provided al least one hundred (1001 members of the student bodOy al present. Section 2. ARTICLE IX Nominations Section 1. A student body meeting shall be held on yr before the Tuesday immedi ately preceding the first day of election for the purpose of noni noting the candidates for the fol lowing offices: all student body of flees, head cheer leader, social cabinet, athletic advisory board, and the student tution board. Each class president shall, on or before the same day, hold a meeting of his respecti.ve, (lqss for the purpose of nominaling' candidates for class officers. Nominations may also be made by p'etitIon signed by five (5) members of the student body. Section 2. There shall be qn an nual beauty pageant of junior and senior co-eds for the purpose of se lecting candida(,es -for May Queen. No one other- than those pageant shall be under the supervision of the Kappa Si,gma Kappa fraternity unless the student council, by a two-thirds %otr. deoms it advisable to delegate this authority to some other organization. ARTIClE' X Elections Section 1. All elections shall be conducted under t he supervision and control of the st udent council and all elections shall be conduct ed by secret ballot. The sIudent council shall have final jurisdic tion in all contested elections and shall have power to call special elections. subject to the provisions contained in this constitution. Section 2. The election shall be gin the first Mondu ill April, sub ject to change by a two-thirds vote of the student council if holidays interfere. Section 7. To be elected a can didate must receive a majority of the %otes cast except as would be necessary to comply with Section 4 regarding the required minimum of one 4emale on the Student Union Board. If no female receives a ma JoPity in the student board elec tion, the one receiving the high est number of votes shall automat ically be elected. Otherwise, In case no candidate shall receive a ma jority of the votes cast, a special election shall be held at a date set by the student council with respect to Section 5 of this Article. The two candidates receiving the high est number of votes in the general election shall be candidates for stch office or offices in the special election. Section 8. All ballots shall be kept in the college vault for a period of five days following the (late of elect ion. They shall then be tut ned over to the president of the student body who shall imme diatlely destroy them. In case an election is contested, notice must hv filed with the student council within four days after the date of election. The student council shall then take charge of the ballots and shall investigate the charges of the persons contesting the election. The <ouncil shall order a new elve lion if it deems wise. and the e ulis of the new% election shall be considered finall. Section 9. ARTICLE XII By Laws Section 1. Rules contained in Robert's Rules of Order shall gov ern the student body meetings in all cases to which the appli able and in which they ai e not incon sistent with this constitution and by-laws. It shall he the duty of the secr*etary tieasurer of the student body to keep Ihese copies up-to-date with respect to amendments. Section 4.
