boards: the social cabinet, the student
union board, and the athletic advisory
board. No means for this is provided
in the constitution as it stands.
According to the constitution, all
constitutional amendments must be
published in the Gamecock, and be
given three readings at student body
meetings. They may be debated and
are voted upon the second and third
reading. They must receive a ma
jority vote of those present at the
second reading, and a two-third vote
at the third. There must be at least
200 students present at the third
reading, before the amendment can
be officially passed or rejected. Ellis
said this week that he is planning to
have all three readings at the end
of chapel programs, so as to insure
a large number of students present.
Elsewhere on this page, the second
half of the constitution is printed,
and the parts that would be altered
by the proposed amendments are those
printed in the heavy black type.
The proposed amendments follow:
Amendment I: In case of the with
drawal from school of the president
of the student body or if for any
other reason the president is unable
to continue his duties, the first vice
president shall succeed him as presi
dent, or if the first vice-presi
dent is likewise unable to fill this

from that board or committee, and
the chairman of the board or comn
mittee shall notify the student coun
cil of all such vacancies.

Student Council
Section 1. All powers herein
enumerated shall be vested in the
student council.
Section 2. The new student
council shall meet the first Tuesday
in May. The student council shall
meet on or before the second Tues
day in October and thereafter at
least once a month at a date fixed
by the student council. Special
meetings shall be held at the call
of the president. For each meeting
of the student council there shall
be personal notification to all mem
bers at least twenty-four hours pre
ceding such meeting. The council
shall have the power to determine
its rules of procedure except that
it shall take no action unless a ma
jority of its members is present ex
clusive of the president of the stu
dent body.
Section 3. The members of the
student council shall be elected for
a regular academic year. AU va
cancies ir, the student council and
other elective offices shall be filled
by a special election not later than
one month after the vacancy oc
curs, and by the general rules as
herein set forth for a general stu
dent election. Election of minor
class officers so vacated shall be
called at the discretion of the presi
dent of the class concerned. In
case of the withdrawal from school
of a class president, the vice-presi
dent shall be elevated.
Section 4. All action of the stu
dent council shall be considered ac
tion of the student body and shall
be binding upon the student body

Section 5. The student council
shall make announcements in The
Gamecock of all its actions which
affect the student body.
Section 6. Absence without ex
cuse from two (2) regular meetings
of the student council shall consti
tute an automatic resignation of the
member so absent from that body.
Validity of excuse shall be deter
mined by the remaining members of
the student council. Any member
so expelled shall not be eligible for
re-election.
ARTICLE VI
Powers and Duties of the Student
Council
Section 1. The student council
shall be considered the standing
executive committee of the student
bodly. It shall have the power to
appoint temporary committees for
the investigation of any matter
properly within the power of the
studlent council andl for the adminj
istration of any project sponsored
by the student council.
Section 2. The regulations gov
erning social events shall be admin
istered by a Committee on Social
Affairs. This committee shall be
composed of the chairman of the
Social Cabinet, the Dean of Wom
en, the Director of Student Activi
ties, the chairman of the Student
Union Board, the president of the
Interfraternity Council, the presi
dent of the Pan Hellenic Council,
one (1) non-fraternity non-sorority
student, and two faculty members
to be appointed by the President of
the University. This committee shall
have responsibility for all social
events at the University, subject to
University regulations, and shall
submit reports to the student coun
cil concerning its activities.
Section 3. There shall be estab
lished by the student council a com
mittee on Student-Faculty Rela
tions. This committee is to be com
posed of the president of the Co-ed
Association, the first vice-president
of the student body, the Dean of
Women, the Dean of the College
or Arts and Science, the President
of the University, three students
chosen annually by the student
council, and three faculty represen
tatives chosen by the faculty. This
committee shall meet for the dis
cussion and promotion of cordial
relations between the faculty and
student body of the University.

Students Register For
Russian, Other Courses
Offered By University
More than a hundred students reg
istered for courses in the University
division Saturday and evening school,
W. H. Ward, head of the University
extension division said this week.
Courses in accounting, secretarial
science, vocabulary, library science,
education, public speaking, costume
design, drawing and painting, Latin
American history and Russian are of
fered.
Last date for registration was Wed
nesday, February 17. The official
count of courses was not possible
since all class cards had not been
finished.
Nineteen students registered for
the course in Russian, offered for the
first time this semester. This is the
first time such a course has been
offered in a South Carolina college
or university, Ward said.
Over 76 Seniors
Join Grad Group
Membership Offered At
Low Rate To Students
More than .76 seniors have joined
the University alumni association up
to the present date, John McGowan,
president of the senior class an
nounced this week.
Membership in the association was
offered to the seniors by the alumni
association at a reduced rate effec
tive while they are students in school.
Membership will last until the 1943
44 fiscal year ends, June 30, 1944.
"It is especially important that
all members of the class of '43 join
the association, because we soon will
be scattered all over the world and
we should keep in touch with our
alma mater, and the friendships we
have made here," McGowan said.
"It is hoped that we can have a
100% membership from our class."
Students who have not joined al
ieady, ate asked to send a dullar
to McGowan, or to Ralph Lewis,
secretary of the alumni association.
Those students who join will re
ceve conpies of the Gamecock, Uni
versity bulletins, and alumni notes
from the association.
Euphradians Hear
Charles Cuttino
Representative Charles Cuttino,
of the Sumter delegation in the
South Carolina general assembly
and a former member of the Fed
eral Bureau of Investigation wvas
speaker at the University F-uphra
dian Literary Society meeting Trues
day.
His talk was concerned chiefly
with the F. B. I. and his work along
that line. He gave accounts of sonae
of his work with the bureau, citing
cases on which he had worked.
Among them was the Lindberg kid
napping case.

Named To Position Of
Consulting Economist
For Southeastern WMB
Dr. S. M. Derrick, professor of
economics at the University, was
named consulting economist for the
War Manpower Board in the South
eastern region last Monday. His ap
pointment was announced by Sen
ator Maybank, who said that the posi
tion would be a "full time post."
The Southeastern region is com
posed of the states of North Caro
lina, South Carolina, Georgia, Vir
ginia, Florida, Mississippi, Alabama,
and Tennessee.
Derrick said Wednesday that things
were still indefinite and he would not
know for several days whether he
would decline or accept the position.
He said that lie had discussed with
Senator Maybank "a place, possibly
as regional supervisor," but that he
was not familiar with the details of
the position announced by Maybank,
and that upon the details of the posi
tion his decision would depend.

versity student convocation at chapel

The present youth leaders should
be church loyal, Preston said. Lead
ers need enthusiasm, energy, ef
ficiency, and hopefulness, he de
cjared. "Lastly," he said, "leaders
should have everlasting love, .for
where love is there is no sacrifice."
Phyllis Holman, president of the
University Baptist student group,
presided at the chapel program, and
Dr. R. C. Campbell, pastor of the
First Baptist church in Columbia
introduced the speaker. Edwin Ellis
was in charge of devotions. Ushers
were Graydon Dukes, Bill Tidwell,
David Freeman and Jackson Dorn.
Mr. Preston, who was in Columbia
as guest speaker at the Youth re
vival at the First Baptist church,
also spoke to the University Y. M. C.
A. council meeting, held last night
at Flinn Hall.
South Caroliniana
Items On Display
Rare items of historical material
concerning every county in the state
are included in an exhibit currently
on display in the University of South
Caroliniana Library.
The exhibit includes manuscripts,
newspapers, pamphlets, maps, books,
and other records, many of them
of great historical significance and
all dealing with the history of South
Carolina counties. All items are p..rt
of the collection of the University
of SGuth Caroliniana Society.
The counties' exhibit will remain
on display for a month.

A series of discussions based on
the "Meaning of Christianity-In
Private Lives" and similar subjects
will be carried on by organized
groups in University tenements un
der the sponsorship of the Y. M.
C. A. beginning on Feb. 23, and
will continue for six consecutive
Tuesdays.
There will be an attendance con
test between the tenement groups on
the percentage basis for the six
weeks. Additional points besides these
for the percentage on roll at the or
ganization meeting held Feb. 16, will
include those points given for each
new member, each visitor, and punc
tuality of returning score cards.
A president, secretary, and student
to act as leader for each discussion,
were elected at the organization meet
ing for every tenement group.
A sylabus of the discussion will be
sent to each man early in the week
so that he can look over it in time
to participate in the weeks discussion.
At the end of the series, the win
ning group and all men in each group
who have attended all six meetings,
will be given an ice cream party.

At Chapel Tuesday
War Veteran To Discuss
Turkey's War Situation
W. Ted Gannaway, superintendent
of the Carolina Orphan Home and a
self-styled "soldier of fortune," will
be the speaker on the Tuesday, Feb.
23, University chapel program, and
will discuss "Turkey's Present Situa
tion in the War."
Mr. Gannaway served in the Ameri
can army during the first world war
and was captain in the Turkish army
on an American commission to help
Turkey stabilize itself.
